  • Based on a framework necessary to obtain speed in tenders for public security forces, the present assignment aimed to verify the weapons purchasing procedures carried out from 2005 to 2022, in the electronic auction modality, carried out by the MJSP. Government purchases, the shared purchasing system, the principle of efficiency in bidding and its relationship with management, public security regarding the implementation of this policy, as well as the efficiency measure of this public service, were the scope of this study. With a post-positivist philosophical perspective, using a mixed method and concomitant triangulation technique, descriptive observations of the collected procedures were constructed. As a result, it was observed the existence of several factors that can influence the efficiency of the process, highlighting the pressing need for great care in preparing the specifications of the goods. The efficiency of weapons purchases still suffers from specification problems that result in delays or, in some cases, the cancellation of auctions. The recent solution adopted did not prove to be sufficient to overcome this problem, making it necessary for the administration to adopt new practices on the subject.

  • Risk management is inherent to human activities and is also an integral part of any organization, whether public or private. Within the scope of governance, risk management is an element that assists in decision-making and provides reasonable assurance of achieving previously defined objectives. In the public sector, risk management supports the generation and preservation of public value, contributing to the achievement of results related to the delivery of public goods and services to meet society's demands. Despite its relevance, risk management, as well as the difficulties of its implementation, are still little explored within the Brazilian public administration. Furthermore, it can be seen that the agencies and entities of the federal Executive Power have weaknesses and low maturity in risk management, which reinforces the need for studies on the subject. Considering this scenario, the aim of this study was to identify, based on the perception of people working in the federal Executive Power, which factors that influence the functioning of risk management are the most complex to implement in public administration. To this end, a quantitative, exploratory and descriptive research approach was used. The perception of civil servants working at the FNDE was collected using a questionnaire based on the Risk Management Assessment Framework (UK, 2009) – divided into five components: Leadership; People; Partnerships; Policies and Strategies; and Risk Management Processes – to which factors that support risk management in public organizations were associated. The results were analyzed using the statistical techniques of correspondence analysis and cluster analysis. From the data collected, it was observed that the majority of civil servants associate risk management in the public sector with the concepts of “governance”, “control” and “decision-making”; on the other hand, “leadership”, “public value” and “innovation” are less associated. For the sample analyzed, it was also found that academic background and length of experience with risk management do not correspond to the degree of complexity of the factors studied; while length of experience in the public sector is related to a perception of less complexity of the factors associated with risk management. In addition, the results obtained showed that the degree of complexity of risk management is less linked to its components than to the individual factors considered. Thus, there are some factors perceived as less complex, which can be used as a starting point for implementing and improving the risk management architecture, as well as some factors perceived as more complex, which can become limiting or hindering this implementation and the functioning of the components. It was concluded that these factors are related to roles within the organization, so that the factors for which senior management is responsible are perceived as more complex and the factors for which other employees are responsible are perceived as less complex to implement.

  • Studies on the effectiveness of Internal Auditing have become increasingly relevant, as
    the remarkable expansion of auditing activity has imposed new challenges. In order to
    meet the expectations of stakeholders, audits must be increasingly well prepared,
    effectively fulfilling their mission of increasing and protecting organizational value. With
    this in mind the general objective of this study was to identify which of the aspects
    related to organizational factors influence the effectiveness of internal audits and which
    are perceived as most relevant. To this end, exploratory and descriptive research was
    used, with a quantitative approach. The study was based on the model proposed by
    Lenz (2013), and the perception of the heads of audits was collected from internal
    audits linked to federal universities and institutions within the federal education system.
    Based on the answers obtained from the questionnaire, data was analyzed relating to
    four factors that influence the performance of Internal Auditing - Organizational
    Characteristics; Internal Auditing Resources; IA Processes; and IA Relationships -
    which were associated with 34 aspects. The data was analyzed using the statistical
    techniques of factor analysis and cluster analysis. The results showed that issues
    associated with IA relationships, IA independence, IA processes, such as monitoring
    recommendations and using techniques to optimize the audit process, the continuous
    development of the IA team and the mandate of the head of audit were perceived as
    completely relevant to the effectiveness of internal audit. These results are in line with
    the literature and have the potential to contribute to the qualification of Internal Audits,
    consequently increasing their effectiveness.

  • The donation of heavy machinery to low and middle-income municipalities is one of the mechanisms used by the Federal Government to promote regional development, aiming to address and complement deficits in heavy machinery, trucks, and agricultural implements necessary to encourage local productivity activities, either to strengthen local agricultural productivity or to facilitate access to these areas through the recovery of rural roads. To assess this action, this study presents two analyses: the first through a literature review on the theme of "regional development" in Brazil, from 2018 to 2023, in light of the conceptualizations of the Paraiban economist and intellectual Celso Furtado, responsible for the creation of specific studies and institutions for Brazilian regional development and the northeastern issue. The literature review analyzed 33 articles published between 2018 and 2023, identifying four main study themes on regional development during the period: (i) Contemporary Regional Development Thinkers; (ii) Institutionalism and State Governance; (iii) Public Policies and Territories; and (iv) Economy and Financing. The second study presents an analysis of the distribution of heavy machinery carried out by the Ministry of Integration and Regional Development between 2021 and 2022. It was found that the implementation of regional development policy prioritized middle-income municipalities over low-income municipalities, diverging from the prioritization outlined in the National Policy for Regional Development. It is also concluded that the municipal mayor's party alignment with the government's base in the National Congress influenced the choice of the recipient municipality, highlighting the Brazilian political context of that time, using the federal budget as a political negotiation tool between the Executive and Legislative branches.

  • Society requires the Brazilian federal public administration to provide services efficiently, that is, to reduce costs and increase the quality of services provided. The evaluation systematized by the logical model can generate important contributions to the improvement of the quality of the services provided by the federal public servants who joined the Management by Results Program in telework regime. In particular, the Program for Management by Results of the National Fund for the Development of Education (PGR-FNDE) which aims to promote the productivity and quality of deliveries by FNDE servers. The diversity of approaches, methods and specific indicators makes it important and necessary to carry out studies and research that understand and guide the adequate evaluation of the activities provided. Thus, the construction of the Program's logical model is a basic element of the evaluation stage, since understanding its structure is essential for the elaboration of evaluation indicators. This case study will be carried out through a qualitative approach, of an exploratory and descriptive nature, with bibliographic research, documentary research and semi-structured interviews, which will be studied through content analysis, with subject matter experts from the Ministry of Economy and the FNDE . After the pre-assembly of the Logical Model, the validation stage will be carried out by the specialists, in which the gaps identified in the program will be discussed and the existing doubts will be resolved. Thus, the research results subsidized the construction of the Logical Model, which will systematize the program, assist in the planning of actions and subsidize the allocation of budgetary, financial, human and technological resources. Thus, it is concluded that the application and validation of the Logical Model of the Program will favor the analysis of the physical, human and operational conditions, being essential for the improvement of the quality of the Federal Program of Management of Results, mainly for the PGR-FNDE, being thus able to be used for monitoring and evaluation.

  • The general objective of this study was to compare the perceptions of managers and non-managers, in order to identify the existence of possible differences in e-QWL levels both from the exploration literature, as well as social perceptions possibly presented from a sample with data obtained through interviews previously carried out in 6 different organizations within the scope of public service. The work has a mixed methodology and analyzes qualitative and quantitative data collected concomitantly, the research is classified as descriptive, explanatory
    and applied. The result of the descriptive statistics showed a reasonably high General Index e- QWL (M = 7,348; SD = 1.572), indicating the employees' perception of a moderate well-being of according to Ferreira's Psychometric Cartography (2011) both by managers and non-managers managers. In analyzing the level of e-QWL of managers by dimension, the results showed a statistically significant effect for: a) Teleworking Activities; b) Management of teleworking; c) Physical Working Conditions; and d) Overload resulting from Teleworking Compulsory. In the qualitative approach stage of this study, three lexicometric analyzes were carried out: i) Descending Hierarchical Classification (CHD), which analyzes the content by contextual similarity and with the use of 90.46% of textual segments, the software enabled the construction of 4 thematic classes “Telework Management”, “Communication in teleworking”, “Teleworker health: physical and mental aspects” and “Ergonomics and teleworking infrastructure”; ii) Similarity Analysis, which allowed the identification of six well-determined groupings of words, anchored in the words: a) teleworking, b) server; c) lack; d) pandemic; e) conciliate and f) meeting; and iii) and Analysis of Specificities, the from which it was possible to begin interpretations by observing variables from occupational groups and make comparisons considering the frequency of incidence of words and their indexes based on of binary comparisons by: gender, managerial role, marital status and the fact of having or not having children. The results of the mixed analysis were complementary in showing that the Compulsory e-QWL index can capture more significant changes based on the association of sociodemographic elements, that is, the interaction between managerial function and other sociodemographic characteristics that amplify the effect and promote greater power explanatory to the e-QWL index.

  • This article examines the outcomes and reflections of Brazil's Anti-Corruption Law (Law No. 12.846/2013) over the first decade of its implementation, with a specific focus on the leniency

    agreements signed by the Office of the Comptroller General (CGU). The research analyzes patterns, trends and indicators in the leniency agreements made between 2014 and 2023, considering variables such as the legal nature of the companies, their economic sector of operation, financial impact, registration status, applied sanctions, and negotiation duration. With the distribution and effects of the agreements assessed, the research highlights the central role of the CGU in Brazilian anti-corruption policy, revealing the continuous adaptation of negotiation strategies and the pursuit of proportional application of sanctions. The results indicate that high-risk sectors such as Engineering and Construction, Energy, and Finance are the focus of administrative leniency, directing efforts to areas with the greatest financial impact of corruption. It also reveals the importance attributed to integrity programs as a measure to prevent and correct non-compliant acts in business management. Finally, the article emphasizes the need for continuous and data-based evaluation to enhance anti-corruption policy in Brazil.

  • Public transit strikes are events often happens stopping the provision of that service
    and causing inconvenience. This master’s thesis aims to analyze the context of public
    transit in Distrito Federal (DF), Brazil to propose improvements in the planning process
    by: systematic literature review; data collection on strike cases in DF; estimation of
    impact of strikes on passenger’s demand in DF’s public transit; and formulation of
    guidelines to elaborate contingency plan for public transit strikes. The results show: (i)
    Methodi Ordinatio systematic literature review methodology highlighted several
    aspects of scientific papers on negative impacts of strikes; (ii) the data collection on
    strikes denotes that they often happens in DF but the number is dropping; (iii) there
    are negative impacts on passenger’s demand for public transit in DF estimate in panel
    data model; (iv) a set of contingency actions is needed to mitigate that negative effects.
    The formulation of a contingency plan to mitigate public transit strikes is essential and
    must be based on structured actions that allows improvement in management and
    public transit service.

  • The Articulated Action Plan - PAR, was proposed in 2007 as an instrument to decentralize the
    Union's actions and resources to the federated entities in order to improve the quality, efficiency
    and equity in the implementation of educational policies. Public policies, in this case, aim to
    guide government action towards a common goal. In countries like Brazil with so many inter-
    and intra-regional inequalities, due to the economic conditions of the federal entities and the
    distribution of constitutionally foreseen competences, it is particularly important for public
    policies, such as the PAR. Thus, knowing whether the measures or actions taken resolved the
    problems that caused them, it is essential to know the results. This possibility is linked to
    monitoring and evaluation since they produce evidence about the effectiveness or otherwise of
    public policies. This work consists of a case study with a qualitative and objective approach to
    describe the monitoring of the PAR, carried out by the FNDE, through the Coordination of
    Monitoring and Evaluation - Comap, using document analysis, direct observation, semi-
    structured interviews and questionnaires to municipal managers of the states of São Paulo and
    Sergipe, and also to the State Secretaries of Education. It concludes based on the results that the
    monitoring model adopted by Comap/FNDE, is far from the parameters of the literature,
    considering the way in which the activities are developed, face-to-face procedures with a focus
    on the physical-financial aspect and the discontinuity verified in the actions, characterizing it o as
    punctual and sporadic, added to the absence of indicators. Structurally, the coordination has a
    vertical position, giving it a condition of subordination and deprived of autonomy for decisions
    and actions related to the act of monitoring. On the contrary, conforming to the research problem,
    it is answered considering the importance of monitoring to improve PAR actions that take place
    as the proposals for its execution are considered through continuous, routine and systematic
    procedures, good use of information and indicators to explore its potential to generate knowledge,
    guaranteeing its character of intervention for greater effectiveness, organizational learning,
    improvement in management and strengthening of public action.

    . The objective of this work was to verify if the Councils were able to act effectively
    in the social control of the PNAE
    , in the context of the Covid-19 pandemic. Documentary,
    bibliographical and quantitative research techniques were used
    , through the application of
    questionnaire
    ssentby e-mailtocounselorsfrom all over Brazil, who had registrationin the
    FNDE System
    .1,703 questionnaireswere answered.The majority of Councils continued
    monitoring and
    inspectingtheProgram. The activities most developed by the Councils, in the
    context of the Covid
    -19 pandemic,were:monitoring the assembly of kits (69.6%);and
    follow
    -upof disclosure about the supplyof kits and/or meals (52.8%). The South and
    Southeast regions were the regions where most of these activities were carried out. The
    main
    difficulties faced by the Boards were
    :lowparticipationof members(33.4%), morereported in
    the Midwest region
    ;andlowtrainingofcounselors(27.7%), most reported in the Northeast
    region. Despite the difficulties faced, there was engagement and commitment on the part of

    themajorityoftheCouncilsandtheirmembers,who

  • With the acceleration of technological development and the increasing in the importance of
    information for modern society, privacy and personal data protection gained prominence in
    public and private spaces. Following the world trend, Brazil enacted the General Personal
    Data Protection Law in 2018 to protect the fundamental rights of freedom and privacy. The
    Law contains a specific chapter for the rules and responsibilities in personal data processing
    by the State. However, there is still much to be debated on the subject. This study, organized
    into three articles in a multi-paper format, was developed to contribute to advancing research
    in this field. The first article carried out bibliometric research to identify current trends and
    analyze the panorama of researches developed at the national and international levels on the
    subject. A sample of 55 articles was selected using the Methodi Ordinatio. The results point to
    a significant increase in academic production on the subject in the last two decades. There is a
    predominance of publications in European scientific papers. The results show the topicality of
    the topic and the need to develop more researchers in the field of Public Administration. The
    second article aims to identify the main critical points of personal data processing by the
    State, considered by the national and international literature on the subject through a
    systematic literature review. The results show that trust, transparency, cybersecurity,
    compliance, public interest, and access to information are the main points of tension
    considered by the doctrine. The third article aims to establish levels of criticality for the
    identified factors considering the Brazilian reality and investigate the existence of other
    critical points on which the theory has not yet advanced, using empirical research with
    specialists in the subject. The results show coherence between the ism and the specialists'
    perception. The specialists mentioned other ten critical points for personal data processing by
    the Government.

  • The digital transformation of labor relations, intensified with the advent of the COVID-19
    pandemic, has driven new forms and configurations of work, among which acquires relevance,
    telework, in which virtual teams are connected by means of information and communication
    technologies. New challenges have emerged for the leadership of virtual teams, especially
    regarding the aspects of Quality of Life in Telework (e-QVT). In Brazil, the government has
    edited norms that enable the implementation of a management program aiming to improve the
    productivity and the quality of life of teleworkers and to reduce costs. In this context, the
    objective of this work is to draw a diagnosis of the dimensions of e-QVT, identifying points of
    attention and facilitators to the management and implementation of remote work in the Fundo
    Nacional de Desenvolvimento da Educação - FNDE, and compare the results of research in five
    public agencies where the e-QVT Scale was applied. The research is characterized by a
    descriptive approach of exploratory nature conducted through a systematic literature review
    (SLR) based on the protocol of Cronin, Ryan and Coughlan (2008), in the databases: Web of
    Science and Scopus, in the Portal of Periodicals CAPES. After using the inclusion and exclusion
    criteria, 43 articles related to the themes of Virtual Team Management and e-QVT were selected,
    whose results provide subsidies for new research that contribute to the institutionalization of the
    theme in academia and in Brazilian organizations. The research has quali-quantitative
    characteristics (mixed approach) and was conducted with 158 teleworkers from FNDE, with the
    application of the e-QVT Measurement Scale, developed by Andrade, composed of five
    dimensions of Telework: Self-Management, Context, Technological Structure, Infrastructure and
    Work Overload, and by the dimension of Telework Management. The findings indicate that the

    in five dimensions of e-QVT. The dimension Work overload is in the moderate dominant malaise
    zone and is a crucial factor to has been considered by telework management, according to
    Ferreira's Psychometric Cartography (2012). Equivalent results have been observed in the
    research conducted by Andrade (2020) in the Superior Court of Justice, the National Health
    Surveillance Agency and the Court of Justice of the Federal District and Territories, and by
    Fayad (2021), at the University of Brasilia.

  • The present work seeks to analyze the operationality of the Multi-Year Plan – PPA (in Portuguese), in the sense of its ability to effectively orient the Federal Government’s actions. In order to do so, a contextualization of planning in Brazil was made, as well as a historic of development planning, of its connection to budgeting dynamics, the current operational systematic, in an articulated manner with the criticism to the operation of the Plan. An important aspect of the research was the relationship between programs of the PPA, which are an element of action aggregation, and the programs that represent public policies, which are actions of State themselves. This relationship may reveal some of the reasons for the disjunction between planning and government action, as well as explain the significantly negative impression held towards the PPA as an instrument of governmental direction. The methods employed involved bibliographical research, documental review, semi-structured interviews with managers who act both in administrative and in public policy management roles, whose impressions were treated through content analysis. Since it configures a case study, the work focused on the Ministry of Justice and Public Security, be it on its programs, be it in the actors involved. The work concludes that, in its latest version – 2020/2023 – the Plan continued to be of secondary importance for public management, in special due to its budgetary and universalist nature, without a real strategic value or relevance for public policy management.

  • One of the most important instruments for a country's foreign policy is the international act, and, through the number of documents signed, their use and the importance given to their effects in domestic territory, it is possible to measure their diplomatic performance and the expanding the reach of its influence and global reliability. In Brazil, after the signature of a bilateral or multilateral act, a procedure to internalize the rules internationally agreed to the Brazilian legal system must be used, through the various analytical procedures in the Executive and Legislative Powers. Thus, having chosen the procedural phase that occurs in the Executive Branch, in the elaboration and in the processing of the Interministerial Explanatory Statement - EMI, will be straiten the perspective under the Ministry of Justice and Public Security - MJSP, being necessary a study of the procedural workflow of processing of the internalization of the international acts in the areas of the Ministry, for the purpose of verifying an integrated vision of the activities performed by these units, in the light of the concepts of Business Process Management (BPM). It is also noted that on August 31, 2020, Ordinance No. 453 was published, which provides the preparation and processing of acts within the scope of the MJSP, to formalize workflows in order to promote legal certainty for the signature and implementation of these legal devices within the competence of the Ministry. Considering the scenario of internalization of the international acts described above, starting from the procedural management to generate a product that can meet the expectations of the interested parties, this study will seek to answer the following question: how does the process of internalization of an international act take place, regarding the analysis phase of the Interministerial Explanatory Statement - EMI in the context of the MJSP, as of Ordinance No. 453, of August 31, 2020? This research project, therefore, aims to characterize and suggest a model of integrated institutional management of procedures of mapping the workflows adopted between the sectoral units involved, in relation to the initial phase of incorporation of an international act.

  • The present research aims to analyze the adoption of compulsory telework in the Department of Transit of the Federal District (Detran/DF) from the perspective of using Information and Communication Technologies (ICTs) as tools of electronic government (e-Gov). To achieve this, the following specific objectives were defined: To describe the context of the adoption of compulsory telework in Detran/DF due to the pandemic; to report the perception of the autarchy's employees regarding compulsory telework; to identify the characteristics related to the use of ICTs in the practice of compulsory telework due to the Covid-19 pandemic, and to describe the assumptions, characteristics, and functionalities of the Sistema Eletrônico de Informações [Electronic Information System] (SEI) and the factors related to its use during telework as perceived by its employees. To achieve these objectives, a qualitative exploratory and descriptive research was conducted based on a case study, using documentary research techniques and semi-structured interviews, which were examined through content analysis. The results demonstrate that, even with the impossibility of establishing criteria for the adoption of telework due to the sudden pandemic, the essential activities of the autarchy were maintained, enabling the delivery of public services through the intensified use of ICTs. The commitment of employees and managers in facing the challenges presented, as well as the importance of SEI as a tool with consolidated use among employees, stand out, ensuring the maintenance of procedural management and partially validating the expectations regarding the objectives established by the public administration through e-government strategies in relation to the system.

  • The complexity of the relationship between the Law on Access to Information (LAI) and the General Data Protection Law (LGPD) results in difficult terrain for the Federal Public Service to operate, since while the LAI advocates public transparency, the LGPD seeks to protect the personal data of Brazilian citizens. Considering this problem, this study aimed to analyze the apparent conflict related to access to information in the federal public sector in the light of LAI, LGPD and applied Good Practices. Methodologically, a descriptive-exploratory research is assumed to examine the theme in its most recent reliefs, in this case the interpretative conflict when applying the referred laws. For data collection, a non-systematic bibliographic review was adopted, consulting relevant national databases, namely: Portal Periódicos CAPES associated with the platform of  the University of Brasília (UnB); Scientific Electronic Library Online (SciELO); and Google Scholar. For the analysis and interpretation of the bibliographic evidence, we start from an interdisciplinary theoretical perspective, embracing the Theory of the New Public Service (NSP); the Dialogue of Sources Theory; and the Theory of Weighting of Rights. A qualitative research was also adopted, using documentary and bibliographical research techniques, as well as conducting semi-structured interviews with members of four institutions with different levels of maturity in the implementation of the two legal statutes. After the analyses, it was verified that good practices in the implementation and execution of the LAI and the LGPD mean fundamentally observing the precepts of the three theories mentioned, especially with regard to serving the public interest, in order to ensure the protection of the personality of the individuals by weighing their rights. To this end, during the course of the research, some lessons were learned, such as the importance of mapping all business processes and the personal data they store before they are made available, and it is also recommended as good practices: ensuring transparency and protection of sensitive personal data and promote the service to the citizen-user in an efficient and integrated way. In addition, it was possible to verify that the LAI and the LGPD are two sides of the same coin, which is the transparency of data between different and diverse social actors. This study demonstrated this by analyzing different groups of public institutions and their managers in the application of both laws. Therefore, the implementation of the LAI comes to promote access to information, and the LGPD assists in this operation. Therefore, it is essential that public managers act in accordance with transparency and data protection laws, and that good practices in their implementation are widely disseminated and applied, in order to guarantee a balance between public transparency and the protection of human rights. of individuals.

  • This study seeks to understand the importance of a governance system, its arrangements and practices, as a tool to promote social participation in the public policy cycle in a Brazilian public organization. The central argument of the study is that the formal structuring of a governance system favors the establishment of institutional arrangements for social participation in the public policy cycle. It attempts to answer how a governance system influences the adoption of arrangements for social participation in the public policy cycle in a federal public organization? In this way, the governance system in the field of the Ministry of Justice and Public Security, the organizational setting of the research, is described, identifying the main regulations, instruments and practices of governance and social participation in the field of the Ministry of Justice and Public Security, and relating the establishment of the governance system from the perspective of public administrators to the existing arrangements, practices and instruments of social participation. In order to delineate the objective of the research, the main methodological procedure is the descriptive case study supported by bibliographic research, document searches and semi-structured interviews. The data were structured, coded and categorized, a posteriori, and analyzed and interpreted through the application of reference pattern combination techniques and content analysis. The results obtained allow identifying and describing the Governance System of the Ministry of Justice and Public Security as a formally structured governance system, with a set of defined concepts and endowed with structures, arrangements and practices instituted in order to fulfill the objectives proposed to a system of this nature. In addition, it identified and described the set of social participation instruments used by the organization. Although a formal model of formal participation has not been identified, the institutionalization of a set of social participation practices has been demonstrated, such as public policy councils, the ombudsman channel and public consultations and hearings. Managers showed a positive perception both in relation to the effects arising from the institutionalization of the governance system, as well as in relation to the effects generated by the governance system in relation to social participation efforts. It was possible to identify that, in the view of the organization's managers, there is a direct association between the institution of the governance system and the institutional expansion of the capacity for articulation and involvement of society in conducting the organization's public policies.

  • Human trafficking is a modern form of slavery. It is a complex phenomenon that still exists on a global scale, notably structured in the movements of people in a context of vulnerability with the purpose of exploitation. Data from the Global Report on Trafficking in Persons, produced by the United Nations Office on Drugs and Crime (UNODC, 2020) indicate that, only in 2018, almost 50,000 victims of human trafficking were detected in 135 countries, including Brazil. Thus, the aim of this research is to study the implementation of the Brazilian government's National Policy to Combat Trafficking in Humans (PNETP) as a response to human trafficking in Brazil, from the perspective of caring for victims. The theoretical foundation included an analysis of the theme's antecedents in international documents, in particular the Palermo Protocol, and a description of the PNETP in Brazil, in addition to the assistance and protection measures offered to victims. The methodology used consisted of documentary and bibliographical research, with data collection and analysis techniques suitable for the study. The results achieved revealed the existence of correlations between Brazilian legislation and the Palermo Protocol, indicating a significant alignment between both instruments. In relation to caring for victims, the analysis showed that the same categories and approaches are present in the legal documents, demonstrating Brazil's effort to adopt measures and guidelines that are in accordance with international standards for combating human trafficking. This compliance is essential to support national action regarding the crime of human trafficking, in addition to ensuring adequate protection for victims of this crime. By identifying the presence of categories related to the protection of victims of human trafficking in legal documents, in PNETP, in Law 13.344/2016, and in National Plans, we can say that Brazil is seeking to follow the international guidelines established by the Palermo Protocol. In general, the Brazilian plans presented a higher percentage of content of goals for victims caring, however, this alignment is not uniformly reflected in the three plans approved. This is due to the fact that there are more goals in Plan II compared to Plan I, but there was a decrease in the percentage of goals for victims caring from Plan III to Plan II. Therefore, much is still needed to ensure that victims of trafficking in Brazil have full rights.

  • The aim of this study is to evaluate the provision of Information Technology-IT services to users of the Ministry of Justice and Public Security-MJSP, using the performance 6Es metamodel. To deal with the theme, an exploratory research was carried out in different bibliographic databases to identify research gaps and the main themes and subtopics of scientific articles and to execute the 10 steps to build the indicators proposed in the Reference Guide for Performance (BRAZIL, 2009), which made it possible to select performance indicators, measure performance in the provision of IT services to MJSP users and identify the variables that impact performance in the provision of IT services. As a result of the comparative analysis of the aggregated performance score, the evolution in the provision of IT services to MJSP users is notorious, the performance measurement used the data collection carried out in the running period, from December 2019 to November 2022, where in December 2019 the Aggregate Performance Score was 68.52 out of a total of 100 and in November 2022 the Aggregate Performance Score measured was 100 out of a total of 100. The factors responsible for the improvement in the provision of services was the obligation of specific certifications for each professional in the execution of IT services; requirement of PinkVerify 2011 Toolsets certification, from Pink Elephant company, in the IT Service Management (ITSM) tool, in processes of the Information Technology Infrastructure Library (ITIL) best practices library; implementation of a series of automation processes in the IT environment; and use of the model based on IT service provision indicators in order to monitor the achievement of goals. Thus, the results obtained from this research, in addition to measuring the provision of IT services to MSJP users and describing the variables that impact performance in the provision of IT services, also guide IT managers in decision making regarding which IT services need to be improved.

  • After identifying a growing trend in the accumulation of unprocessed unpaid obligations in the
    years 2008 to 2014, Decrees No. 8,407/2015 and 9,428/2018 were issued, amending Decree No.
    93,872 of December 23, 1986, and introduced a stricter approach to managing commitments
    recorded as unpaid obligations, which included the implementation of automatic blocking and
    cancellations, along with a reduction in the validity period of commitments recorded as
    unprocessed unpaid obligations, from 5 years to 3 years. This work aims to determine whether the
    current normative provisions that deal with the blocking and cancellation of public expenses
    recorded as unprocessed unpaid obligations might restrict the implementation of public policies
    under the responsibility of the Ministry of Justice and Public Security. During the research, the
    rollup of unpaid obligations from 2008 to 2022 was analyze and tests comparing the average values
    were conducted using the previous and subsequent periods of the applicability of the automatic
    cancellations of unpaid obligations imposed by Decrees No 8,407/2015 and 9,428/2018, which
    indicated an impact on the execution of expenses categorized as investments and on resource
    transfers to subnational entities, especially in the government activities related to public security.
    Proceeding with semi-structured, in-person interviews with managers working within the studied
    federal entity aiming to gather perception into the consequences and effects of Decree No
    93,872/1986, highlighting that the three-year validity period for commitments recorded as
    unprocessed unpaid obligations remains sufficient for executing low-complexity expenses, yet
    inadequate for covering voluntary transfers, project execution, and complex investments. The main
    implication regarding the cancellation of unprocessed unpaid obligations was the commitment of
    the current year's budget to support those expenses which had already received budgetary support
    but were subsequently canceled automatically.

  • ABSTRACT: This study examines, since its implementation, the policy of fiscal incentives for the regional development of the Brazilian Northeast, covering more than 60 years. The objective is to analyze the effectiveness and relevance of these incentives and their implications for public policies. For this, a review of the academic literature was carried out that explores the impact of tax incentives on the development of this region. The methodology also included the analysis of federal tax data from 2011 to 2020, focusing on the evolution of tax expenditures for the Northeast. The results showed fluctuations in federal tax expenditures, with a real increase of 8.8% in the decade, but a decrease of 14.3% in specific expenditures for the regional development of the Northeast. The lack of impact assessment and the history of indiscriminate renewal of these incentives have compromised the effectiveness of the policy. The renewal of incentives is proposed in PL 4.416/2021, but criteria such as temporality, selectivity and distributiveness are not being considered to guarantee the effectiveness of the regional development policy. It is concluded that a qualified debate is essential to adjust the tax incentive policy and promote sustainable and equitable economic growth in the Northeast region.

  • Research objective: to address the impact of SUSP as a public policy on public security, specifically the influence of SUSP governance on the policy to reduce homicides; and a description of the perception of MJSP public security specialists in relation to SUSP's way of acting in public security.
    Theoretical framework: Public Policies on homicide reduction and public security governance based on the MJSP. Methodology: The documentary method was used for the specific objective: influence of SUSP governance on reducing the homicide rate. The content analysis method was used for the specific objective: perception of MJSP public security specialists in relation to the impacts of SUSP on public security. Results: Documentary research demonstrated a reduction in criminal incidence in municipalities participating in the National Program to Combat Violent Crime. The Program was a successful experience in reducing violent lethality in the participating municipalities. The unfolding of the Program for the CidadeSusp Project improved public policy through the use of databases for decision-making. The way SUSP operates in public security, according to experts, impacted governance through its focus on reducing violence, integration between public security bodies, and working with professionals with experience in public security. Originality: SUSP's way of acting involves a finding that allows the elaboration of the Three-Dimensional Governance Model in Public Security, based on the dimensions: 1) focus on reducing violence, 2) integration between public security bodies, and 3) acting with professionals with experience in public security. Theoretical and practical contributions: The Three-Dimensional Governance Model contributes, in part, to the understanding of the way SUSP operates in public security and the use of public security professionals in ministerial public policies.

  • The importance of public procurement and the impact they generate on the world economy have been highlighted in research and reports prepared by regulatory institutions, such as the Organization for Economic Cooperation and Development – OECD. Among the practices recommended to nations, the centralization brings together potential advantages related to efficiency, economies of scale, transparency and sustainability. Many countries have adopted strategies and models of purchasing in a way to reform and modernize the public sector. This trend reverberated in Brazil through the recent federal law nº 14.133/2021, which, despite the benefits, has brought challenges in encouraging innovation and sustainable national development. As this is a recent topic in the country, there are gaps in scientific research when regards the experiences of Public Administration, based on many centralized public contracts. This Dissertation is organized into three articles in multipaper format. The first one is a bibliometric study, which aimed to identify trends in centralization modeling and analyze the panorama of research about empirical advantages, on a national and global level. A sample of 25 articles was selected using the Knowledge Development Process-Constructivist (ProKnow-C) intervention instrument, whose results showed the growth of academic production on the topic in the last two decades. There is a predominance of publications in periodicals from Brazil and the United Kingdom, mainly from 2018 onwards, which puts in relevance the topic and the context of the pandemic period (COVID-19), when nation’s coordination was required about public emergencies acquisitions. Furthermore, there is a need to develop more in-depth research in the field of Public Administration, which focuses on Brazilian experiences. The second article aimed to identify the main advantages of centralizing procurement, by the Public Authorities, through a systematic review of the literature. The results show that the benefits are concentrated in three thematic categories: economicity, innovation and sustainability, although they are not limited to these pillars alone. The third article deals with an empirical study, whose main advantages analyzed by experts converge in proportion to the theoretical findings and are close to the practical reality of the investigated public experiences. In general, the main advantages analyzed were the interaction between Public Administration and the market; the standardization of procedures concerning the phases supervisionized by managers; and the maturity of centralized purchase governance, within the scope of sustainability.

  • In the 1980s, the role of the State began to be rethought. Management concepts and techniques were introduced from the private sector to the public sector, based on efficiency, competitiveness and reduction of the administrative machinery (Peci; Pieranti; Rodrigues, 2008). These paradigm shifts allowed the evolution of Public Administration to the current model. In this sense, public administration has been undergoing a deep reflection on the quality of services provided and the results delivered to society, as well as on the public means and resources applied to achieve this purpose. In times when information technology solidifies itself as an essential means of meeting citizens' needs, through the implementation of digital public services, digital transformation becomes imperative to the modern state. With this dynamic, it must be considered that public policies are increasingly associated with the use of technological resources – which can serve as a means, instrument and/or environment for the exercise of citizenship (Mozini et al., 2023). Technological advances have played a relevant role in expanding the relationship between government and citizens, notably in the development of public policies imbued with greater effectiveness and transparency. Electronic government plays a role that proves to be a facilitator and driver by stimulating accessibility, transparency and efficiency of administrative mechanisms. In this scenario, the Brazilian government, through the current Digital Government Secretariat of the Ministry of Management and Innovation of Public Services (SGD/ME), has been investing in the discussion, promotion and approval of various standards to intensify the use of the benefits brought by technologies. Such digital transformations have consequences for the economy and the government itself (Varella; Oliveira; Moesch, 2017). As a result of this work, we seek to reach the largest number of individuals who seek public services in a more agile, efficient, digital and cheap way. Digital transformation presents itself as a strategy for articulating technologies to solve the challenges to be faced, especially in increasing productivity, organizational efficiency, communication, differentiating itself as an innovative movement transforming the organization itself. However, we still do not know to what extent technology is disruptive to society and to what extent it serves as support, as it can also increase digital exclusion. To alleviate this issue, governments around the world are investing in digital accessibility for the poorest communities and those outside large centers. Through the case study of Portal Consumidor.gov.br, this study sought to examine the challenges of digital transformation in the Brazilian government and how it increases accessibility to e-government services and the formulation of public policies. For the research, the methodological strategy according to Lawrence Bardin was used. The author proposes a content analysis that focuses on interpreting the meaning of messages, seeking to understand the contexts and subtexts underlying the analyzed material. To this end, with the help of the Atlas.ti software, the categorization and coding of textual data was used, allowing the identification of emerging patterns and trends in the speeches or texts studied, which allowed for a more comprehensive and in-depth analysis. As a result of the research, this study brought recommendations for improvements to the Consumidor.gov.br portal in order to improve user experience, strengthen data security and improve platform management. In addition to these results, the importance of digital transformation in modernizing public services offered to citizens was demonstrated.

  • In recent decades, technological advances linked to new work modalities (in-person, hybrid and teleworking), as well as technical and behavioral skills emerging in the context of digital transformation, have been driving new organizational arrangements and configurations. Understanding this scenario, this study investigates the relationships between leadership styles, focused on people or results, in a federal agency, the Fundo Nacional de Desenvolvimento da Educação (FNDE). It does this with emphasis on the context of teleworking carried out in that organization. In this analysis, specifically, the mediation of the trust variable is considered to influence the results in the engagement levels of teleworkers. Therefore, the general objective of this study is to verify how the trust levels of virtual teams can interact with leadership profiles to explain teleworker engagement levels in the FNDE. Regarding the methodology adopted, a quantitative approach is followed with a quantitative-descriptive strategy. The nature of the research is cross-sectional, using a survey method with descriptive characteristics. The sample is non-probabilistic. To collect data, different research techniques were used, including documentary research, survey research and bibliographic research. The research instruments varied, with the collection of internal and external documentary data, questionnaires validated in the academic community, and research in databases and libraries. The data sources, in turn, were also diverse, with primary and secondary data. As a result of this study, the existence of a positive relationship between leadership styles, whether focused on tasks or people, and engagement in distance work was confirmed. The data illustrated how individuals perceive their work as a positive experience. They are committed to performing their duties and tend to engage and improve their performance in remote work activities. With this, it can be inferred that the trust variable is positioned as an expressive mediating component in this relationship, now glimpsed in a remote environment.

  • Over the past few years, there have been targeted initiatives to enhance Public Administration adopted by the government, with the aim of optimizing the quality of resources and services provided to the functioning of the Administration itself and to society. In this context, through foundational public policies, Public Administration has been striving to align its activities, with the technical standardization of products, processes, and services utilized in public safety being one of the critical aspects for enhancing citizen services. Consequently, once implemented, public policies need to be evaluated in terms of their effective impact on society.This research aimed to assess the influence of the conformity assessment process established in Senasp Technical Standards by MJSP on the enhancement of quality, safety, and performance of products intended for public safety. In this regard, through a methodological study involving two research samples from the Brazilian public safety population, we were able to analyze how the conformity assessment process, as part of the technical standardization and market normalization cycle, significantly influences the improvement of these equipment. To achieve this, the perception of experts was analyzed and subsequently compared with the evaluation conducted by the general public regarding public safety for the same variables studied. This analysis allowed us, in due course, to explore the correlation between the perceived importance of the studied conformity assessment process and the enhancement of quality, safety, and performance of pistols acquired in the tender held by MJSP in 2020 for public safety institutions. Based on these analyses, this work demonstrates that the conformity assessment process is perceived with a high degree of importance and is significantly correlated with the improvement of quality, safety, and performance of products used in public safety. This influence is essential, essentially impacting the procurement of Beretta APX pistols by the Public Administration. The research also suggests that this acquired product meets users' expectations regarding quality, safety, and performance requirements but has some technical parameters that can be improved. This serves as a checkpoint for professionals, public safety institutions, and the industry related to this market niche.

  • This dissertation aims to observe the screening procedure for reports of minor offenses inserted into the Fala.BR system, directed to the Central Nucleus of the Ministry of Justice and Public Security, from 2018 to 2022. The study assesses their adherence to Ombudsman, Audit, and Ethics regulations, as well as the average cost employed for their processing, to examine the implications on the maintenance of understandings and procedures in management. To achieve this, the procedures, efforts, and costs are analyzed, starting with the verification of compliance with the guidance of the Public Ethics Commission of the Presidency of the Republic regarding the assertion that there is independence between the ethical investigation and the disciplinary one. Consequently, reports of minor offenses should be directed by the Ombudsman to the ethical and disciplinary instances of the organization. The Ministry of Justice and Public Security was one of the pioneer organizations in establishing an Ethics Commission since 2007, shortly after the implementation of the system with Decree no. 6,029, on February 1, 2007. It consistently formed Disciplinary Investigation Commissions according to legislation and established a Corregidor unit in 2010. However, it formally obtained its responsibilities with the advent of Ordinance no. 1,733, on December 27, 2012, and the Ombudsman in 2012, through Ordinance no. 753, on May 9, 2012. Thus, it is a representative and mature organization in these areas to assess the coexistence of ethical sanctions and disciplinary warnings and their implications for public management. The analyzed axes since the project are related to screening, possible parallel results, efforts, and costs in the procedures. However, after the analysis of more than six hundred reports, it was found that the organization did not treat reports of minor offenses in a parallel and independent manner in both instances (ethical and disciplinary), which initially appears symptomatic of the non-compliance with the CEP guidance. For reasons not yet deeply researched, the managers of these integrity units do not follow parallelism. Therefore, it is suggested, for future work, to assess the reasons why these reports are not submitted to both instances (Ethical and Disciplinary), especially concerning the implications for public management. Since this study did not involve interviews with the range of managers who passed through the three units involved in the five years studied, and also to identify organizations that treat reports in a parallel and independent manner to investigate the consequences for management.

  • Several studies point to education as the most promising investment, positively reflecting both the economic and non-economic aspects of a society; however, the current economic scenario and its tax structure do not allow a significant increase in spending in this sector, leaving efficiency as the resource to be developed. The present dissertation seeks to analyze the quality of public spending on education in the municipal public network in elementary school, in all cities of Alagoas, a state with the lowest HDI (Human Development Index) in Brazil, using data envelopment analysis - DEA For this, traditional data that indicate school infrastructure, capital, work and wealth of the municipality were used as input/input: the number of teachers in the second phase of elementary school (5th to 9th grades); the average daily class hours at this stage of elementary school, multiplied by the number of students enrolled in this period; number of public elementary schools with access to the electricity network and/or that have a sewage system; Municipal Gross Domestic Product (GDP) per capita. As an output, the Portuguese and mathematics grades in the 9th grade were considered, in the Saeb 2019 test, multiplied by the students enrolled in this school year; as well as the inverse of per capita expenditure on primary education. It is concluded that, when relating the cities considered efficient with the population criterion, it is observed that most of the so-called benchmarking are represented by the municipalities that have the smallest number of inhabitants, corroborating the thesis that the population increase of the municipalities means in the increase in demand in education and greater challenges in this sector.

  • The importance of evaluation studies and research for the improvement of public policies, and
    for a more efficient management, has been recognized by government managers from
    different countries, especially since the 1990s. execution of sectoral projects, focused in
    isolation, the evaluation activity is constituted, above all, in the monitoring of the results and
    of the processes of its achievement, observing in a continuous way the effectiveness of the
    strategies and public policies - of its programs, projects and systems -, giving opportunity for
    a timely review of decision-making, management and resource application procedures. This
    study focuses on an analysis of the efficiency of a public company, in the financial sector,
    from the point of view of managing its portfolio of corporate projects. The challenge of
    managing a portfolio uses knowledge, strategies and integration and balancing techniques to
    compose a portfolio of projects in order to maximize the return on the investment made in its
    development, in an efficient and profitable way, in full synergy with the strategic objectives
    of the organization. This management has a comparative character between the various
    projects, that is, at each completed phase, data must be crossed in order to assess whether that
    project is still supported in the company and should be maintained. In today's world that is
    undergoing rapid changes and leading companies to digital and agile transformations, the
    adoption of lean practices is recommended, including for the management of existing
    portfolios. This is considered a strategic alternative to achieve the purposes of improving the
    connection between strategy and execution. However, although research on the effectiveness
    of strategy execution with lean portfolios points to these and other benefits, empirical
    evidence supporting these expectations is scarce in the literature. Therefore, the objective of
    this study is to analyze the efficiency of the Corporate Project Portfolio under the effect of a
    significant reduction in the number of managed projects, comparing the performance of the
    same projects before and after downsizing (recomposition). These effects were evaluated
    longitudinally using Data Envelopment Analysis DEA, with the input-oriented BCC model
    (Banker, Charnes and Cooper, 1984), in a case study in a public company in the financial
    sector. Thus, the research had a quantitative approach, having used a qualitative approach to a
    lesser degree to better understand the variables used in the study. As a result, it is evident that
    the effects of downsizing on efficiency are positive and significant. There are also significant
    differences in performance between projects before and after adopting a lean portfolio. In this
    way, assertiveness can be observed in the process of executing the corporate strategy with
    lean practices that direct efforts focused on the management of a select group of projects that
    are characterized by strong adherence to strategic objectives

  • This study aims to analyze the design and execution of the MDR Digital Transformation
    Plan from the perspective of the innovation process, bringing at the end proposals for
    improvements that can be implemented in new plans, in the MDR itself or in other government
    agencies. The theoretical framework presents the concepts of e-government (TANG; PERUMAL,
    2013), digital transformation (FILGUEIRAS; FLÁVIO; PALOTTI, 2019) and innovation process
    (TIDD; BESSANT, 2015). As a methodology, qualitative research was adopted, of an
    exploratory and descriptive nature, based on the case study of the MDR, using the techniques of
    documental research, semi-structured interviews and bibliographic research. The analyzes
    showed that the processes of conception and execution of the MDR PTD were based on the
    principles of agile development and had the collaboration of other agencies of the federal
    government and the support of the senior administration of the MDR, which contributed to the
    good performance of the project. In the characterization of the MDR PTD from the perspective of
    the innovation process, four facilitating factors and five hindering factors of the process were
    identified. From the understanding of the innovation dynamics that took place, suggestions for
    improvements that can be implemented in similar processes in public administration were pointed
    out. In this study, it was found that the MDR PTD innovated in the way it showed the
    organization the purpose of top management, to carry out the digitization of its public services, in
    addition to making deliveries to society, which has the power to provide greater efficiency and
    agility in the provision of public services.

  • Public transparency enables accountability, as it constitutes a direct channel with society for accountability by managers. As an example of a space that enables interaction between society and government, Open Data Portals gather information of social interest in different fields, including education. In this sense, the general objective of the research was to verify whether the open data published by federal universities enable the calculation of INEP’s Higher Education flow indicators, as a strategy of accountability for the PNE goal 12 (2014/2024), referring to Higher Education graduation rate. To that end, the open data of these institutions were analyzed in the light of 7 variables necessary for the calculation of INEP’s Higher Education flow indicators, namely, the Permanence Rate (TAP), the Cumulative Completion Rate (TCA) and the Cumulative Dropout Rate (TDA). As methodology, the mixed-method research, of exploratory sequential type, was used. In the qualitative stage, 63 HEIs were consulted through the Fala.BR portal, to obtain access to the open data published in the period between 2016 and 2020, referring to the variables to the calculation of INEP’s permanence, dropout and conclusion indicators. A score of 0 or 1 was assigned according to the availability of data for these variables, as well as meeting the eight governmental principles of open data (complete, primary, current, accessible, processable by machines, non-discriminatory, non-proprietary, license-free). In the quantitative stage, the attribution of scores in the exploratory phase enabled the creation of the Open Data Access Rate (TADA) indicator and the institutions were classified, according to the level of access to data, in low, medium or high. In the results, 39 (62%) of the 63 federal universities consulted provided open databases relevant to the calculation of INEP’s flow indicators. Comparative analysis of the quantity
    and quality of open data showed a higher concentration of HEI at the low access level and lower concentration at the high level. UNIFAL was the only institution to achieve 100% in TADA, with the calculation of permanence, dropout and completion rates for 24 undergraduate courses of the institution. We concluded that the open data have applicability in the calculation of Higher Education flow variables and enable the monitoring of goal 12 of the National Education Plan (2014/2024). However, federal universities need to improve, quantitatively and qualitatively, available open data to expand accountability. As recommendations, we suggest a higher level of detail in the dissemination of academic data, the standardization of means of access and the dissemination of an open data policy to foster social participation in the monitoring of educational policies.

  • The processing time of federal environmental licensing processes involves multiple factors, which can be co-responsible for any delays in the emission of Preliminary Licenses (LPs). This study aimed to systematize the average time taken by the actors involved in the process of environmental licensing of road structures during the prelicensing phase. A sample of eight licensing processes of road structures, granted LP from 2009 to 2018, under the requirement of Environmental Impact Assessment (EIA), was selected. Every process was submitted to the documental analysis method. The results of the arrangement showed that most of the phases under analysis are not completed in the minimum time defined by the normative instruments, therefore, there is little effectiveness in the processing time. The environmental agency showed time effectiveness in the screening stages and in the public hearing summoning only; the four further stages under its exclusive competence were not effective. As for the entrepeneur, the delivery of the record and transcript of public hearings were transactively effective, whereas the remaining actions were not performed within the stipulated time. The statement of the intervening agencies and state environmental agencies (OEMAs) about the draft of the Term of Reference (TR) did not reach transactive effectiveness. The manifestation of the intervening agencies, state environmental agencies (OEMAs) and municipal environmental agencies (OMMAs) over the technical analysis of the EIA/RIMA also did not present transative effectiveness. However, the manifestation of interested people in the public hearings occurred within the deadline set, showing it to be effective. The study concludes that the transactional effectiveness depends on the processing effectiveness dimension. Given the experience obtained with the arrangement put into this project, it is recommended for future researchers in this topic to pay close attention to two characteristics of transactional effectiveness in order to better reflect the practice of those involved. First, the qualitative dimension: in this case, the average performance of the actors will reflect into the aimed sample set of processes, so, exceptional cases will heighten the average time. The latter is the quantitative dimension: the number of cases that fit within the parameters of effectiveness can also reflect the practical performance of those involved, reducing the influence of isolated cases. Therefore, these are two indispensable and non-exclusive measures.

  • The land governance and regularization agenda has been gaining more relevance in the country recently. The implementing of public policies in social, environmental and economic development areas involves a detailed diagnosis of the land network throughout the national territory, where there are lands in different situations that can be regularized. Thus, the main focus of this research is to address the issue of governance and regularization in public lands, with emphasis on the Special Colonization Project at Serra do Ramalho in Bahia (PEC SR). The research intends to investigate how the new processes of land governance and management are structured in public lands and which actions relevant to the regularization of Incra and Union lands can be carried out aiming to reduce the liabilities of regularizable
    public lands. Hence, the research has the general objective of evaluating the current legal framework of the national land legislation and proposing actions related to the regularization of Incra lands, targeting the reduction of the liabilities of regularizable public lands, based on this case study.It also proposes to quantify and qualify the process, seeking the reduction of liabilities in regularizable public lands, with emphasis at Serra do Ramalho Special Colonization Project (PEC SR), a resettlement area created as a result of the construction of São Francisco River dam, in the region of Sobradinho, Bahia. So forth, we seek to discuss the implications of the legal framework encompassing land regularization at the PEC SR and to propose an execution flowchart for the effective regularization at the PEC SR, in the specific case that affects settlement projects; besides contributing to the execution flows in other allocations: Água fria and Barreiro Grande communities, remaining quilombos, Pankaru indigenous territory and the West-East Integration Railroad/FIOL. This research is characterized as qualitative and quantitative, with a descriptive and exploratory nature, as it aims to describe, monitor and, in a way, deepen, in an exploratory way, the actions related to governance and regularization in Incra public lands and in Union lands. Interviews through open questionnaires and data surveys were used as collection instruments. The sources of primary and secondary origins were also obtained from studies within the scope of the Governance Project and land regularization in Incra and Union lands in the South, Southeast, Midwest and Northeast regions - GOVFUN-BR. The results point to a complex territory, where several situations are found, which indicates that the agency's action must ensure the titling cover these challenges. They are settlements, indigenous communities, remnants of quilombolas and those affected by the works of the East-West Integration Railway that are located in the so-called PEC Serra do Ramalho. However, the study recognizes that the titling process is unable to guarantee that other demands are resolved with this action alone.

  • Public procurement is essential for the functioning of the State, enabling the Administration to use private individuals to perform maintenance activities related to self-interest, as well as to directly meet society's demands. In this administrative function, the State places itself as one of the main consumers of the market, having a fundamental role for sustainable economic development. And because of this importance, the state's submission to the principle of efficiency is necessary for the caution of the public interest, which requires swift, economic and covert procedures within legality. This dissertation, using the Multipaper format, composed of two articles, aims to verify the factors that influence the efficiency of the internal phase of public purchases made through bids, especially in the Pregão modality, because it is the most used. The first study, through a systematic review of the literature, following the Cronin, Ryan and Coughlan protocol (2008), sought to raise the published works in the last five years on the efficiency of public procurement, using the descriptors 'purchases','bids', 'efficiency' and 'efficient', resulting in 29 selected articles, published, in general, in journals of good qualification, it is possible to understand that efficiency has been researched mainly regarding speed and Economy. The second study, already using quantitative methods, investigated the variables that influence the efficiency of the internal phase of bids made within the Executive Secretariat of the Ministry of Justice and Public Security. First, through a linear regression, the total time of the internal phase, placed as a dependent variable, presented a positive relationship with the variable that represented the time of elaboration of the Reference Term and negative with theduration of the Preliminary Technical Study.   • According to the United Nations (UN), Brazil occupies the fifth position in femicide in the world,
    every seven hours a crime of femicide is registered in Brazil. Combating domestic violence and
    feminicide is a global challenge, for which technology can be used. The present study aims to
    propose requirements for a technological solution, which acts in a preventive, automatic and
    integrated way with public security agencies, the judiciary and the State Secretariat for Women of
    the Federal District (DF), enhancing actions to combat domestic violence and femicide. The
    research methodology had a qualitative approach, with a case study strategy, of a descriptive and
    exploratory nature. The study was developed in four stages: bibliographical research;
    documentary research; questionnaire application and data analysis. The results obtained indicated
    that the Government of the Federal District, has in its structure, organs of exclusive attendance to
    the women as, the Secretariat of the Woman, two police stations specialized in the attendance to
    the woman. As for the use of technology by the women's support structure, it was identified that
    the accused is already being monitored through an electronic ankle bracelet, the CIME and, also,
    an online police station. With regard to the Judiciary of the DF, it was identified that it has a
    system that allows the victim to analyze, receive and verify his request for a protective measure.
    At the same time, women victims of domestic violence also have the support of non-specialized
    police stations such as the Civil and Military Police. Based on this, requirements were proposed
    that, in addition to making all these processes available to the victim, at all times, have the
    potential to integrate and achieve interoperability both for the State Secretariat for Women and
    for the Civil, Military and Power Police. Judiciary. Thus, it is concluded that the integration of
    actions through an integrated technological solution will enhance existing processes, from simple
    guidance, such as opening an occurrence, to a request for a protective measure, in case the
    situation is at risk.

  • Develop public policies in the Brazilian context where there is a diversity of actors since the Brazilian state is composed of a federation composed of the Union, States, Federal District and Municipalities, associating with society and its social organizations established by law such as CACS-FUNDEB, is challenging. Understanding the dynamics of the Union's relationship with the social council is a step towards improving public policy. This study sought to understand the FNDE and CACS-FUNDEB DF relationship within PAR public policy from the perspective of Public Governance. Despite some conceptual differences regarding the theme addressed in this study, which are public governance, social council and public policies, with regard to the second and third, there are no significant differences in the theoretical framework. Politics is understood as activities carried out by public authorities due to their functions. Social control, in the context used, it involves the ability to interfere in public management. Governance, on the other hand, because it has a variety of meanings and approaches depending on the theme, so there is a need for greater differentiation, including with regard to public governance, which closes the scope, but still with a variety of understandings. It is necessary in this way to conceptualize covering the importance of councils in politics, in this way a concept that focuses on the participation and exercise of citizenship is something that was sought. The study addresses these three dimensions from the analysis of the relationship between FNDE and CACS FUNDEB DF, seeking to give concreteness to the exercise of citizenship. In this way, a qualitative research was carried out through interviews in five, being four in the FNDE and one with the council of the DF and more documental analysis with the actors involved in the policy and responsible for this relationship. It was concluded that the DF council is not participatory within the policy and additionally the policy itself has weaknesses to be remedied such as fundamental transparency for the exercise of citizenship, mechanisms of interaction with the FNDE and additionally the exercise of collaboration as fundamental to encourage the council to participate in the implementation of public policy.

  • The present study aims to identify the determinants of Brazilian Federal Institutions of Higher
    Education (IFES) internationalization, mainly regarding mobility and cooperation in research.
    A quantitative approach was used for the study, using a linear regression model of panel data.
    A correlation analysis was performed between the dependent variables. Subsequently, to give
    greater robustness to the analysis, three internationalization indicators were created (general
    internationalization, internationalization of research, and internationalization of mobility). The
    results indicated that: the IFES in the North and Northeast regions tend to be less
    internationalized; postgraduate programs in the health and biological areas tend to be more
    internationalized; having a higher percentage of women among undergraduate students has a
    negative impact on the institution's internationalization; student beneficiaries of student
    assistance are significantly negative, and: having greater engagement on social networks
    impacts the internationalization of IFES positively. So, to improve its internationalization
    process, the study suggests that: the IFES seek greater dissemination of their teaching, research,
    and extension actions in various social networks; specific policies for internationalization
    should be targeted to IFES located in the north and northeast regions; additionally, those IFES
    should also seek better cooperative support from more internationalized IFES, especially those
    in the Southeast region.

  • This study analyzed the influences of mandatory teleworking on the mental health of technical-
    administrative servers at the University of Brasília during the pandemic. The theoretical-
    methodological approach of the psychosociology of work was adopted, privileging their
    experiences and narratives as a case study with a qualitative approach, of a descriptive and
    exploratory nature, through Bardin 's content analysis . The results showed the
    sociodemographic profile of the 15 research participants, composed mostly of female, married,
    white, living with their family close to work, with an average age of 37.8 years, 8 years of work
    at the University and all of them with schooling. higher. During the interview most were
    working in a hybrid relay model and representing each decan with the prevalence of the
    Community Affairs Deanship. These participants understand mental health from the positive
    perception of the well-being construct in its multidimensions related to the state of balance and
    social support and complementary to the concept of non-mental health based on the projected
    imbalance (or not) on the states and symptoms of mental health. stress, anxiety, depression,
    dysfunction and lack of autonomy. Thus, based on the concept of mental health marked by non-
    health with the family and work as determinants of their trajectories, as well as the pandemic as
    a social phenomenon intrinsic to teleworking , the majority of participants (50%) shared
    negative influences. followed by ambiguous, negative and positive influences (28%) and,
    finally, positive influences (14%). Telework had a negative influence on most of the participants
    ' experiences, given the lack of organizational management planning in view of the untimeliness
    of telework , the overload in the overlapping of roles between work and home and the lack of
    social interaction due to isolation and feeling of isolation. loneliness resulting in anxiety,
    depression, loneliness, anguish and causing, in some cases, serious illness. Then, the narratives
    demonstrate that some participants perceived an ambiguous influence on mental health, both
    negative and positive, or experienced negative experiences for some and positive ones for
    others, resulting from teleworking in the pandemic in the face of the organizational adaptation
    process, the use of information technologies and communication and the possibility of escaping
    from family and work conflicts, promoting anxiety, stress and even illness and/or courage and
    tranquility, less anxiety and stress. And, finally, the positive influence of teleworking during the
    pandemic on mental health with regard to the working conditions and flexibility experienced by
    the minority of the participants' experiences in the face of the perception of well-being, rest,
    concentration, less stress, satisfaction , motivation, discipline, freedom, autonomy and
    empowerment . In view of the influences of teleworking on mental health, the narratives
    covered the resources, strategies and mechanisms that the research participants resorted to for
    the comprehensive care of their mental health during the pandemic, such as mental health care,
    leisure activities and learning, physical and health activities, alcohol use, change of perspective
    and technological distancing. Participants indicated suggestions for self-care in mental health,
    such as health activities, mental health care, collective actions and hybrid work. And the
    suggestion for the care of the University with the servers through the support of the
    management in publicizing and implementing a place for listening and voice in the University,
    as well as establishing adequate working procedures for the servers. The contribution of the
    research to the discussion of telework is highlighted, considering the complexity of the topic
    and its relevance in the face of the institution's interest in mobilizing democratic and innovative
    bodies and the scarcity of the topic within the public sector.
