  • This dissertation aims to present an overview of musical copyrights and how pecuniary payments are collected and distributed by the Central Office of Collection and Distribution (COCD), focusing on sponsored lives. Thus, the dissertation text introduces the theme with Brazilian copyright legislation, clarifies how the protection of musical works occurs, and contextualizes the conflict between COCD and YouTube with the parallel and retroactive charge of sponsored lives. The research will have an essentially qualitative character, with the description and interpretation of the phenomenon studied, with an emphasis on documentary study; at the same time, it will be necessary to cross the surveys with all the bibliographic research already carried out. As a technological product, there is a teaching material outside PROFNIT. The expected results are that all communities, musical, academic, and society as a whole, benefit from the knowledge generated about the COCD attributions and the forms of retribution of authors and holders of related rights of musical works, mainly for the public performance of his works on the internet and video platforms such as YouTube. As for the conclusions expected at the end of the research, it is intended to reach a synthesis of whether there is a charge for musical performances on video platforms, what are the limits of the functional independence of COCD to create standards, if there is a double charge by COCD and if it is legal to differentiate costs for sponsored and non-sponsored lives.

  • The increasingly globalized and connected market, especially with the advancement of internet access and business digitalization, has been providing even greater interactions between companies and between people, also provoking new reflections. With the growing development of startups, both in the aspect of innovation and technologies and in its contribution to the development of the economic ecosystem with the alignment of its governance and socio-environmental impact, this research aims to propose business modeling to make innovative companies, having as reference the propellers of innovation and ESG. A bibliographic exploratory methodology of model proposed in startups integrates them better to the ecosystem of innovation and market opportunities. In a systematized and expository way, the research enabled a model and manual proposal that provide a vision, more integrated, of the business aligned to these concepts, which, consequently, can generate impacts in the initial efforts for the viability of the business, or even during the process of growth/ development of a solution with its customers or stakeholders.

  • The composition of the Brazilian National Science, Technology and Innovation System – SNCTI includes several institutions that play different roles in the innovation scenario. In addition to S&T policy makers and research funding institution, there are Scientific, Technological and Innovation Institutions (ICT) that carry out R&D PROJECTS so that the country evolves in scientific and technological development. In this scenario, some public ICTs take a leading role in enabling technological solutions for the benefit of society. In the specific case of Brazilian agribusiness, Embrapa is an ICT that operates in a dynamic way to generate R&D results and transfer them to the productive sector, with a focus on sustainable development and the guarantee of food security. When considering this dynamic, it is necessary to understand how the Technology Transfer process takes place in this company to negotiate technological assets developed within the logic of the new legal framework for innovation, involving legal aspects of intellectual property, different types of business and types of partnership. Given Embrapa's territorial scope, with research units working on different themes and in all biomes, it’s possible that some of these units may be more successful in negotiations such as technology licensing/supply, which could be shared so that the others follow the same route. And it is in this context that this study aimed to analyze the transfers of technological assets carried out by Embrapa Units with the investigation of business practices that could contribute to the intensification of licensing/supply of technologies in the company. The methodology consisted of a Case Study with the application of the benchmarking technique to investigate, in some Units, the best business practices in technology licensing/supply. In the end, this research produced a Conclusive Technical Report presenting the business practices adopted by R&D units.

  • Municipal Internal Control in fulfilling its constitutional mission uses government auditing as an essential tool in the inspection and monitoring of actions carried out by the municipal public administration, which depends on efficiency and effectiveness in order to maximize the use of notably scarce human, financial and technological resources. in all spheres of Brazilian executive power. The state of Bahia, located in the northeast region of the country, is made up of 417 municipalities and according to information made available in the compendium “TCM in numbers” published annually by the Court of Auditors of the Municipalities of the State of Bahia-TCE-BA, in the period From 2015 to 2021, numerous annual financial statements were summarily rejected, that is, they did not reach the minimum level of management effectiveness required by legislation for the accounts to be approved, even with reservations. In this context, it is possible to observe that the crucial problem faced by municipalities in Bahia is the lack of standardization of internal control procedures with regard to the supervision and monitoring of municipal actions, especially with regard to the degree of analysis applied to financial statements, making it unfeasible Therefore, the proposal of planned and timely corrective measures, throughout the current year, with the aim of mitigating management failures and providing an improvement in the quality of municipal public spending intended for the implementation of programs and actions in the areas of health , education, social assistance, among other demands of society. As a proposal to solve the problem, the use of a government audit model is envisaged, to be implemented through a computer system based on artificial intelligence, Audita III, which presents timely, reliable and impartial analyses, providing reliable and useful results for decision making. decision-making and consequently greater effectiveness in municipal management. The methodology used to pursue the proposed objectives was based on the theoretical basis provided by documents published between 2018 and 2023, on the Web of Science (WoS) and Scopus database portals, correlated through the Consolidated Meta Analytical Approach Theory approach. (TEMAC), which enabled a descriptive analysis, worldwide, regarding the contribution of intellectual property in the development of technologies applied to process innovation in the public sector. With regard to relevance, the study presented the use of a technological tool, by the Court of Auditors of the Municipalities of the State of Bahia (TCM-BA), applied to the modernization of diagnosis, supervision and control of municipal management in the state, with the implementation of the Municipal Management Effectiveness Index (IEGM), which proved to be lower than desired. As an alternative to the low IEGM presented by Bahian municipalities, the study proposed the use of artificial intelligence (AI), through expert systems (SE), such as Audita III Software, in order to promote innovation in the internal control process. by federal entities, aiming to provide greater effectiveness to public spending.

  • Cyberspace presents itself as a plataform without borders that allows free interaction between people for the most diverse purposes. Through this opening, arise possible attacks of technological matrix that put at risk individuals, institutions and their respective intellectual productions. Thus, in order to continue to enjoy the benefits that this space provides, it is necessary to create national and international structures, public and private, for monitoring and preventing practices that threaten rights. From an accurate analysis of the impact of this phenomenon on society and how this confrontation has taken place in Brazil and abroad, this work will move towards, from the survey and identification of data relating to cyber protection, to design a manual model capable of contributing to the dissemination of information and guidance of appropriate actions for the safeguarding of intellectual productions conceived by the agents of society, one of the main threatened assets.

  • This research project aims to propose the qualification of the pedagogical practice of professors in professional education, having as a case study the professors who work in the National Service of Industrial Learning (SENAI). It is proposed to offer a pedagogical guide for teachers to develop entrepreneurial education and innovate their pedagogical practice. The methodological proposal is to apply the Entrepreneurial Dynamic Learning tool (EDLE), which integrates four elements: entrepreneurial education, active learning, design thinking and Bloom's taxonomy, associated with the cycle of professional practice in order to encourage entrepreneurial education. The research qualifies as qualitative, with a case study and the data collection technique will be carried out through basic research with a state-of-the-art bibliographic survey on entrepreneurial education and its connections.
    The field research took place with the application of the EDLE tool to the teaching plans of the professors involved in this research. The level of complexity is considerable medium as key connectors proposed by the EDLE tool still articulated to the components of the cycle of professional practice established in technical courses are needed. The innovation happens in the theoretical and empirical articulation between these two concepts. The intended impact is high in the context of SENAI because the existing competency-based curriculum will be complemented with entrepreneurial education practices, essential to develop individuals capable of dealing with rapid changes in society.

  • The project proposes innovation of legal strategies, implemented through contracts, to establish partnerships between the public and private sectors, with a view to the development of cultivars, with the establishment of a business model, aimed at the sustainability of production chains, and with that guaranteeing the continuity of research focused on Brazilian agriculture. The aim is to make it possible for the public and private sector to walk together to meet mutual interests, with this, the public sector guarantees the continuity of essential production chains for society, while the private sector supplies itself with the technology necessary for the sector's own survival. productive. The legal instrument called Partnership Agreement for the production and multiplication of seeds will legitimize the business model and provide legal certainty for the parties involved. The partnership established through this arrangement favors not only the agribusiness giant, but the small rural producer, who will be able to provide themselves with quality cultivars for the performance of their activities. Everyone will benefit, from the agribusiness giants, even small rural producers, research institutions, the market and society itself. Another important factor in the relationship that is intended to be established with the conclusion of this partnership are issues of food security, insofar as it guarantees the production of food for distribution.

  • Brazil and Portugal are countries that today have a shared history for more than three hundred years. The relationship between the countries expresses proximity of moral, political, cultural, social and economic interests, as well as friendship, cooperation and consultation ties between republics. With so much similarity between these countries, arbitration reduces the procedural volume that permeates the Judiciary, being a technique that takes an average of six months in Brazil and twelve months in Portugal.In this scenario, when the parties take the conflicting demand to the arbitration method, a specialized decision is made and based on the interests and needs of the market, a factor that ends up benefiting society as a whole.With arbitration, those people who really need protection for unavailable rights, that is, rights that are non-negotiable and can only be dealt with by the Judiciary, can use the service without having to wait for a long time or spend resources on attorney fees. The protection of trademarks necessarily requires that the Judiciary Power or the Arbitration Court act with agility and that they are always guided by the legislation in force. Brands are intangible assets of great importance to the entrepreneur, because, whether Portuguese or Brazilian, they are a business distinction tool and, consequently, are responsible for generating resources, and for the technological and marketing development of Brazil and Portugal. In this vein, the comparative study analyzed the laws and judicial, administrative and arbitration sentences, which have as their theme the violation of trademark rights, issued in both countries. These countries have some cultural similarities, starting with the language, but which also present differences that are reflected in the way in which the decision on improper use of the trademark is made. It was possible to detect that in both countries there is the phenomenon of the Judiciary Power crisis. In Brazil, the problem of delays is more aggravated than in Portugal, but there is still an exacerbated delay in the resolution of civil and commercial judicial cases in both countries. It is noteworthy that civil and commercial processes are the field where trademark conflicts are found. With regard to speed, it was found that arbitration in Portugal is not much different from ordinary justice, on the contrary, taking this into account, it is a disadvantage to opt for the arbitration procedure in the event of a conflict involving trademarks. This is because it takes almost twice as long to resolve the dispute. The only difference is the lower financial costs of arbitration than the dispute in ordinary justice.In Brazil, both costs and time for conflict resolution are more profitable than in Portugal. Another important point observed in both legal systems is the lack of incentive and interaction between government, academia and business. It was found that there is no intercommunication between the triple helix, a factor that made it difficult to research the framework to support the present study. It is necessary to encourage arbitration focused on intellectual property and help society with regard to the relieving of the Judiciary, in order to leave it free for those who need it. And, concomitantly in the specialization of professionals specialized in solving problems that the intangible active involvement called brand.

  • Sebrae has in its history a vast experience in working with agents-professionals at the service of Sebrae who act actively in the search for clients to identify challenges and conversion to Sebrae's relationship strategies. The work of these agents has always remained guided by the search for companies in the scanning model, that is, the agent goes to a place where there are several companies and visits them without any prior information about them. Like this, the objective of this work is to associate innovation with the set of strategies used by agents, through the introduction of data intelligence for effective selection of companies to be visited by these agents and subsequent insertion of clients in relationship programs. The methodology used in the research deals with the bibliographical investigation associated with the analysis of available databases that allow as a result the proposition of a manual of productivity improvements in the project "SEBRAE na sua Empresa", based on the introduction of data intelligence for selection most effective list of companies to visit. With the preparation of the Manual, we have the necessary tool to support the performance of all active UFs in the Sebrae Project in Your Company, which will be able to use the proposed methodology of using data intelligence to optimize results, especially those of processes involving the actions of agents.

  • The technological advances experienced in recent decades have reduced borders and made the exchange of information in digital environments increasingly accessible, giving rise to problems related to the processing of personal data and, consequently, risks of invading the privacy of their holders. For this reason, worldwide, more and more legislation seeks to guarantee the privacy of holders of personal data. In Brazil, the General Law for the Protection of Personal Data (LGPD) came into force in September 2020, implying that processes are reviewed and adapted, aiming to preserve the fundamental rights of freedom and privacy and the free development of the personality of the natural person. In the case of public bodies and research bodies, in particular, the LGPD has established specific conditions for the processing of personal data to be carried out. Thus, all business processes that handle personal data must be in line with the principles and legal bases established by the LGPD. And, in the case of public bodies, they must adhere to the public purpose that the body performs. In the case of studies carried out by research bodies, the data should preferably be anonymized when the results are published. Thus, the LGPD compliance process is not a trivial task and must be carried out in the body as a whole. In this sense, the present work aimed to: identify the best practices that facilitate the adequacy of business processes involving the processing of personal data within the scope of public ICTs. To this end, the work was developed through four methodological steps that allowed systematizing the appropriate theoretical framework for its development. In the first step, a bibliographic review was carried out in order to obtain the results and answers about the problematization presented in this work. In the second, a functional descriptive analysis was carried out, from the collected data, aiming to operationalize the descriptions and explanations about the information obtained, in order to provide the validation of the raised hypotheses. In the third, the good practices provided for in the NBR/ISO 27701:2019 standard and in the regulations of the National Data Protection Authority were identified, especially in the field of research and development. And in the fourth step, two technological products were prepared: an article and a guide to good practices for the processing of personal data by public ICTs. The result found that all bodies must adapt their business processes that handle personal data to the LGPD, but public bodies have specific obligations and public ICTs, as research bodies, must observe specific requirements to obtain legal compliance when carrying out studies involving personal data. It was concluded that the professional or team destined to promote compliance with the LGPD, in public ICT, will need additional effort to follow the evolution of the theme, while guiding the adoption of practices for compliance with this legislation, being the guide, elaborated as a technological product of this work, the consolidation of information arising from the identification, analysis and best practices formulated by ABNT, ANPD and the Ministry of Management and Innovation in Public Services in favor of increasing the level of maturity of public bodies in terms of data protection and respect for the rights of their holders, and may contribute as an instrument for public ICTs to conduct their compliance process more dynamically and effectively.

     The Ministry of Science, Technology and Innovation (MCTI) prepared an Action Plan for the Promotion of Technological Innovation (Innovation Plan 2018-2022), which defined a set of priority actions and goals for the National System of Science, Technology and Innovation (SNCTI). Thus, the MCTI identified the need to encourage the development of Research, Development and Innovation (RD&I) in Brazilian private capital companies and the need to raise funds from public entities. The Brazilian Agricultural Research Corporation (Embrapa), linked to the Ministry of Agriculture, Livestock and Supply (MAPA), belonging to the SNCTI, established new guidelines for the execution of its macro programs, aligning internal activities with the 2018-2022 Innovation Plan, to stimulate the increase of RD&I in Brazilian companies, attract business partners and resources through the creation of strategic alliances with these entities. This work sought information about the innovation environments of Agribusiness, especially startups, technology parks and acceleration programs, located in the Legal Amazon, to identify their characteristics, with the objective of contributing to the Business Area and the Decentralized Units of Embrapa in the formation of partnerships, of strategic alliances, for the development of research projects in Embrapa's Amazon portfolio. It was an exploratory study with the use of bibliographic and documental material, examples of experiences and reports with the purpose of attracting partners for the development of Research Projects Type III of Embrapa's Amazon portfolio. A report was prepared that deals with the innovation environments in this region and the instruments that help attract and form strategic alliances for Embrapa. The motivation for preparing this report was to demonstrate the potential, obstacles and opportunities for business and strategic alliances for the development of projects in the Legal Amazon region.

  • According to Brazilian legislation, food security is the guarantee of regular and permanent access to safe, nutritious
    food in sufficient quantity to satisfy nutritional needs and food preferences, without compromising access to other
    essential needs (BRASIL, 2006). To exercise this right, it is necessary that the food made available to society follows
     all these requirements, that is, that it is free from chemical, physical and biological risks (WALLS et al., 2019).
    Fermented products have become increasingly popular as healthy food options (Bruno et al., 2022) due to their probiotic,
    antioxidant and anti-inflammatory properties. These are characteristics provided by the metabolism of fermenting 
    microorganisms, whose enzymes, present in this biological system, convert a substrate into a product that may or may
    not be of biological interest to the human body. The growth of beer, kombucha and mead markets has been remarkable.
    Producers that start to venture into smaller scales set goals and business expansion goals to then be inserted as 
    relevant players in the market. It is a fact that many do not have prior technical and scientific knowledge about
     production with fermenting microorganisms, causing this branch to be characterized by experimentation and that
     quality control is strictly sensorial, also for financial reasons. However, they coexist with the problem of product
     standardization, a relevant aspect when it comes to reproducibility and customer loyalty, who cultivate expectations
     about the products. 
    The role of Levare Bioprocessos, a micro-enterprise in which the master's student participates since the project 
    phase, is to provide assistance to artisanal producers of food and beverages resulting from fermentation. Currently,
     the company acts as a consultant, in order to carry out technical visits to the production sites for diagnosis and 
    problem solving, thus providing the best guidelines for the formalization of the business. In this way, the team of 
    consultants works to ensure that the business owner will provide a safe product for human consumption, in 
    accordance with current legislation. However, the company's consulting proposal is not at a scalable level, an 
    obstacle that was observed for the company's growth. With that, there was a decision by the responsible body of
     Levare Bioprocessos to invest time and skills to develop a product whose innovative technological solution is
     focused on the observed needs of the company's market. Therefore, it was necessary to study and recognize the
     current market for quality control technologies for artisanal fermentation productions, in order to build a roadmap
     that will lead to trends in this market. The result of this study will act as a target to be sought by the team of 
    consultants in order to start a startup strand.

  • The Geographical Indication aims to protect a certain product or service known by the location of its extraction or production center and/or by the geographic environment (natural and human factors), in order to add value to the product in the consumer market, and, consequently, promote the territorial development.

    The general objective of this work will be to analyze the viability of changing the area and the geographical name of the Geographical Indication of Cariri Paraibano registration so that the renaissance lace produced in the municipality of Pesqueira, in the state of Pernambuco, is recognized as a Geographical Indication of Origin. The specific objectives are: a) to map the history and identify the reputation of Pesqueira's renaissance lacê;

    b) evaluate the renaissance lace making process, the quality, typicality and tradition and the types of stitches used in embroidery that are in common with the lace produced in the Indication of Origin of Cariri Paraibano; and c) point out tools that will contribute to the territorial development of the municipality through the recognition of its area as a Geographical Indication.

    The theoretical framework is based on the intellectual property protection system through the presentation of basic concepts related to industrial property; definition and species of Geographical Indication; evaluation of the possibility of changing the area and the geographical name of the Geographical Indication of Origin of the Renaissance lace from Cariri Paraibado, as well as the presentation of tools for the development of the municipality of Pesqueira with the recognition of the Geographical Indication.

    The methodology used to carry out the object of the work is descriptive and applied research, with a qualitative and phenemonological methodological approach through the procedure of bibliographical and documental research, data collection and field research. The result of this work is a conclusive study regarding the possibility of recognition of the Geographical Indication of the lace made in Pesqueira. As deliverables to the PROFNIT master's degree will be a conclusive technical report with the analysis of the recognition potentiality of the Indication of Origin of the renascença lace from Pesqueira, PE, through the alteration of the registration of the Geographical Indication of Origin of the renascença lace from Cariri Paraíbano and the tools that will promote the territorial development of the municipality of Pesqueira, PE.

  • With the advancement of the culture of innovation in Brazil, more and more innovation environments need to be trained to meet the demands of the current market. According to data from the FORTEC 2021 Base Year Innovation Survey, conducted by the National Forum of Innovation and Technology Transfer Managers (FORTEC), ICTs made 2,328 intellectual property applications in 2021 alone. In this scenario, FORTEC in partnership with other institutions, proposed the creation of the course of the Master in Network PROFNIT, a strategy to leverage the qualification of innovation agents, generate positive impacts with the production of academic works that serve as support in the dissemination of the culture of innovation inside and outside the university, proposing innovation policies and acting in meeting the growing demands, assisting in the technological development of the country. The program came at an opportune time when innovation in Brazil was breaking new ground with the approval of the New Legal Framework for Science, Technology and Innovation in 2016. This study aims to point out a brief history on the constitution of Technological Innovation Centers (NIT) from the Innovation Law No. 10,973/04, its regional divisions, level of implementation and main competencies of the NIT. It aims to identify the contribution of PROFNIT in the improvement and qualification of the workforce of professionals involved in innovation management in innovation promoting environments. To this end, a bibliographic search was carried out in the current legislation and articles on the subject, an exploratory research through an electronic form among the graduates of the focal point of the University of Brasilia, a survey on the program portal on the production of PROFNIT/UnB graduates and finally, some innovation indicators made available through the FORTEC Innovation Survey and the FORMICT Report were listed.

  • The activities of intellectual property protection, support and dissemination of entrepreneurship and technology transfer have gained prominence in recent years due to the rapid advancement of technologies and the possibility of generating relevant social, cultural and economic gains for countries that have agents and structures for innovation well articulated. In this context, have grown in Brazil in recent decades, especially after the advent of Law 10.973 of 2004, the Technology Transfer Officers (TTOs), essential structures to promote innovation within Scientific, Technological and Innovation Institutions (ICTs). From the point of view of structuring, especially because most of them are recently created, the TTOs of public ICTs still have barriers to be overcome in order to fully fulfill their role as promoters of innovation. The most relevant barriers evidenced by the literature are linked to organizational factors, especially to People Management (PM) processes. The scarcity of trained human capital, the presence of collaborators with no permanent bond and the absence of a career structure created by law within the Public Administration specifically for ICT servers to work in the TTOs core activities are among the greatest obstacles for the institution to achieve the objectives set forth in the Innovation Law and in the Institutional Innovation Policy. The objective of the research was to present best practices adopted in public TTOs in the five Brazilian regions (North, South, Southeast, Central-West and Northeast), comparing them with the management processes already reported in the literature to overcome PM bottlenecks. The methodology used in the research was inductive, descriptive, quali-quantitative and conducted through 30 case studies of public TTOs and bibliographic survey. The study showed that the consolidation and dissemination of good practices of PM among the institutions can be an effective means for the TTO to act in a way more aligned to what the Science, Technology and Innovation (CT&I) legislation foresees in the current Brazilian scenario.

  • The Inova Talentos Program, an Euvaldo Lodi Institute - IEL initiative, is dedicated to developing and inserting researchers and young talents into the corporate world. The Program has been very successful regarding the insertion of these talents in the market. However, the Program still lacks an improvement in the aspect of development of soft skills oriented towards the innovation of the professionals. Therefore, this research studied key factors related to the skills development of innovation, which impact researchers and young talents in the industry in Brazil. For the development of this research, Germany was chosen as a reference in innovation and professional qualification to subsidize and inspire this study with experiences and best practices that can be adapted to the Brazilian reality and implemented in the Inova Talentos Program. The results obtained highlighted the relevance of education to develop a diverse set of skills to drive innovation in organizations. Through an indepth analysis of the courses and syllabuses of German educational institutions, it was possible to understand that the training of young talents must be focused on a set of specific skills, which were grouped into themes. Finally, the research proposed to deliver a Development Guide raising the main skills and abilities necessary for the improvement of these professionals, specifically the participants of the Inova Talentos Program, thus contributing to public policies aimed at innovation in Brazil, consequently, to the increased competitiveness and economic and social advancement of the country.

  • Entrepreneurship is directly related to innovation. Without innovation, the entrepreneur loses their essence and creative ability. The capability to conceive new ideas and put them into practice is the driving force of the entrepreneurial market. When creating a company, it is necessary to develop a plan that involves organizing time, investments and ideas. Planning is the most important stage in creating a company, as it aims to avoid or minimize the possibilities of unforeseen events and financial damages that may occur. Preparing a business plan may not be an easy task for the general public who have not been able to invest years of studies in the area of administration and marketing. In this sense, the theme of this work consists of approaching means for preparing a guide for the development of part of the business plan that is intended for marketing both for NITs and for public and private companies, so that it is directed to actions focused on innovation. The methodology consists of a literature review with a qualitative approach of an exploratory nature. In the results and discussions of the present study, it was found that the preparation and publication of the guide means the development of alternatives so that entrepreneurs, public or private, are able to develop planning skills and implement the marketing plan in order to add new functionalities attracting customers or users to improve the development of the market chain or ICT innovation policy. Furthermore, the great difference of this research was the use of artificial intelligence as a tool for optimizing the marketing plan created specifically for the institution that sought to use the guide.

  • The research examined how universities were able to overcome challenges related to Technology Transfer (TT) and improve the commercialization of their intellectual property assets. The development of a pioneering initiative was proposed: the "MEC Technologies Showcase".
    The project aimed to create a centralized web platform, managed by the Ministry of Education, which aimed to gather, catalog and make available intellectual property assets created by Brazilian universities. The essence of this initiative was to support the Technological Innovation Centers (NITs) in the efficient dissemination and commercialization of technologies, promoting collaboration between academia, industry and society.
    The need for a centralized repository was emphasized, highlighting the difficulty of accessing and disseminating information on invention patents, utility models, industrial designs, cultivars and computer programs developed at universities. The initiative proved to be fundamental in tackling data dispersion and the complexity of accessing innovations and intellectual property. The "MEC Technologies Showcase" aimed to overcome these obstacles, creating a unified access point for companies, investors and other interested parties.
    The study described the process from the initial conception to the operationalization of the platform, facing and discussing the technical and structural challenges, in addition to considering the significant impact of the platform on innovation and TT processes. With the achievement of the proposed objectives, the creation of the portal was a milestone for improving the commercialization of educational technologies and stimulated innovative development in Brazil. The research methodology included the preparation and approval of the proposal by the Secretariat of Higher Education (SESu) of the MEC, the definition of functional parameters, system programming and data collection.

    It is noteworthy that, of the 203 universities invited to share their intellectual property information, 68 responded, resulting in a repository of 4,156 IP assets available on the platform. Developed in JavaScript , the platform not only acted as a showcase for these assets, but also established itself as an innovative technological product, comprising a specialized computer program and a technical-scientific database.

  • The urbanization of a natural environment causes several environmental damages. It is up to environmental licensing to consider aspects of the impacted territory and encourage the use of technologies to minimize adverse effects. This research aimed to develop a roadmap of clean technologies related to the implementation and/or operation of horizontal condominiums, which can be encouraged in the scope of environmental licensing, given the challenge of making such developments environmentally less impactul and more sustainable. The research involved 4 phases: i) pre-prospective, with an exploratory study and survey of the theoretical framework; ii) technology prospection, with the search for technologies in bibliometric and patentometry studies; iii) data organization and analysis; and iv) roadmap elaboration. The roadmap presents 13 technologies - in the energy, water and waste categories - and shows some ways to transform the construction industry, especially in the residential segment, aiming at sustainability, environmental impact reduction and delivering more quality of life to people. Therefore, the roadmap of clean technologies for the implementation of horizontal condominiums can serve as a guiding tool in the definition of conditions and/or compensations in the environmental licensing of land parcels, thus contributing to the mitigation and/or reduction of environmental impacts caused by land occupation and use of natural resources in these developments.

  • This research addressed the use of the Industrial Property Law (LPI) and the Pelé Law
    as a way of protecting the intangible assets of football clubs, since the LPI legally
    protects distinctive signs as long as they are previously registered with the National
    Institute of Industrial Property (INPI), while the Pelé Law guarantees legal protection
    of denominations and symbols without the need for registration. The objective of this
    research was to present a solution to the management of club ́s brands regarding the
    decision to register or not their intangible assets, providing them with legal security, in
    addition to detailing the special care that the associations must have with the license
    contracts. The research was exploratory and descriptive, given the little scientific
    production that addresses the topic. For the discussions, a comparison was made
    between the Pelé Law and the LPI, a mapping of the clubs that invest in the registration
    of their brands and the resulting financial impact, in addition to presenting the case of
    Galícia Esporte Clube, a football association that sought the best way to manage your
    material assets. In conclusion, the work presented the LPI system as safer for the
    management of the intangible assets of the clubs, in addition to detailing the special
    care that the associations must have with the license contracts.

  • The focus of this study is to approach PICAPS as a technological platform for cooperative intelligence in primary health care. The general objective is to analyze, based on the possibilities of the Legal Framework for ST&I, the implementation of PICAPS in the context of the interaction between UnB and Fiocruz-Brasilia, and its capacities to contribute to the chain of production of knowledge and innovation in health in the Federal District. To do so, technological platforms and PICAPS, cooperative intelligence and territorial governance are conceptualized, the facilitating elements that were used in the implementation of PICAPS are identified in the Legal Framework of ST&I, relationships with start-ups are analysed and the capabilities of the PICAPS and models of institutional arrangements that enhance and guarantee their sustainability. Addressing PICAPS as a technological platform and the contributions of the ST&I Legal Framework to promote innovation on the platform, based on the UnB – Fiocruz interaction, is justified by the fact that PICAPS favors the strengthening of strategic alliances between UnB, Fiocruz , SES/DF and society, with a view to creating a more comprehensive cooperative network, resulting in the development of the regional health innovation ecosystem. In addition, it aims to stimulate strategies for building capacities in the health production and innovation chain in the Federal District to face covid19 and its consequences and other health crises and contribute to the reduction of legal uncertainty since the innovative process was carried out in a network with the participation of several actors, jointly involved in the construction of the procedures and processes carried out, in the light of the Legal Framework for ST&I, thus stimulating the integration of teaching, research and innovation in partner institutions, through the use of cooperative intelligence and knowledge transfer. The present study consists of applied research of an exploratory nature, with results treated in a qualitative and quantitative way, from the collection of secondary information data, including a literature review. With the collection of information during the research and analysis of the information, it was possible to reinforce the importance of PICAPS as a technological platform, since its implementation can have a strong impact on the production and health innovation chain in the Federal District. The information and data presented in this work significantly contribute to the field of study that involves the strengthening of inter-institutional strategic alliances, joint actions with a view to innovation in health and the development of the regional and national health ecosystem, considering that the PICAPS actions proposes the improvement of public health conditions, which includes greater precision in health actions and public policies in general.

  • With the advancement of technologies, in particular information and communication technologies, and also with the effects of the Covid-19 pandemic, there has been a great increase in internet users, not only users who aim at entertainment, but also small businesses that had to migrate to the virtual environment, in order to improve sales mechanisms through e-commerce. Given this scenario, the present work has as its main objective to analyze this fast expansion of e-commerce and the use of Marketing 4.0 through mass disclosure on social networks, through digital influencers, to leverage the growth of the brand, as well as the legal responsibility of authorized and unauthorized advertising and its impacts on the brand and its owner. In addition, it will be analyzed how companies can prevent the use of their brands on the internet through the use of hashtags. Thus, a search was performed on the Google Scholar platform, with the keywords: "legal liability", "CONAR", "pandemic", "Consumer Code", "Copyright", “Trademarks" and "Hashtags".   • The industrial secret that covers the development, production, and technology transfer of strategic defense products within the scope of the Brazilian Air Force, the object of strengthening the Defense Industrial Base, demands protection to preserve national defense and sovereignty. The research analyzed the industrial secret under the legal and contractual approach and followed a descriptive and explanatory methodology. Mechanisms for this protection were identified and investigated through the Air Force contracts that act in the transfer of technology of strategic defense products that involve industrial secrecy. Inadequate legal grounds impact the conduct of contract operators' work and managers' decision-making. They need instruction in dealing with industrial secrecy, confidential and classified information, and trade secrets so as not to expose sensitive data regarding the security of the country and companies to risk. Thus, ostensible internal rules were evaluated to strategically demonstrate their effectiveness in adopting protective measures in the negotiation of these contracts, which involve science, technology, and innovation. The competence of the units that manage contracts and those that manage knowledge, intellectual property, technology transfer, and information security in projects was highlighted. All contracts involving industrial and commercial secrets are protected by confidentiality clauses. It was concluded that the appropriate legal framework, in turn, ensures the balance of industrial secret protection and provides legal certainty and the success of the development of strategic defense products, generated to the country through the transfer of technology, knowledge, royalties, information, and contract management. This advance is provided by the joint participation of the Defense Sector with the academic community and between the public and private sectors in the improvement of public policies for investment in science and technology and the qualitative development of Brazil. There is a protection of industrial secrecy in Brazil, however, it requires further study and use. Public policies are fundamental in the face of the challenge of stipulating specific measures for the protection of industrial secrecy.

  • The Covid-19 pandemic has proved disruptive changes in Brazilian education with the migration from in person to online teaching using digital platforms. Education professionals had to adapt to the new reality and to employ a considerable flow of information throughout the world wide web, involving personal data and teaching materials protected by intellectual property. This reality motivated the realization of this study, which was carried out by exploratory and bibliographical research on the use of digital platforms in remote education with a case study in a Higher Education Institution of the Federal District to analyze the benefits of remote teaching and the implications on information security to the protection of personal data and intellectual property in according with the General Data Protection Law. The research was applied because it seeks to use the knowledge obtained to solve problems arising from this teaching modality. Preliminary research results revealed that the change from in person to online teaching brought benefits and new challenges for educational inclusion, imposed the adoption of new teaching strategies for teachers and the need of training, and information security policies to comply with legal protection adequate personal data and intellectual property involved in academic processes.

  • This research analyzed the open innovation actions of the companies from the Brazilian Entrepreneurial Mobilization for Innovation that support Brazilian startups and their degree of thickening. The study is descriptive and deductive, i.e., it aims to explain the main concepts related to startups, open innovation, and the entrepreneurial ecosystem, to present the models of interaction between large companies and startups, and then to analyze the open innovation actions of the companies of the Brazilian Entrepreneurial Mobilization for innovation that support Brazilian startups and their degree of thickening and describe them, starting from the general to the particular. The data analysis tools used were bibliographic and documentary research, especially for the literature review, and secondary data such as the challenge notices published on the companies' websites or in institutions that support companies, such as accelerators or institutions with extensive knowledge in the innovation ecosystem. The work allowed us to verify that companies from the Entrepreneurial Mobilization for Innovation have sought to associate with startups to innovate, and that the complexity of this relationship increases as interactions intensify.

  • Innovating under normal conditions with resources and strategy prepared and set aside for this purpose is an arduous task for companies in general, and in public sector companies the situation is even worse, given the restrictions and bureaucracy imposed by the State. This work aimed to stimulate intrapreneurship within a public sector financial institution through the study of four innovation fronts (innovation programs, idea bank, experimentation, and intellectual property), contemplating an entry, construction and exit flow. of an innovative solution. The methodology used was the bibliographic research and the case study with an on-site survey of information about the existence of some stages of the proposed innovation fronts. The results presented in the current scenario of the company contemplated initiatives with something created and/or in progress on the innovation fronts. However, the intellectual property front was prioritized and for which a proposal to improve asset management was elaborated. On this front, it was observed that the management of intellectual property was conducted manually through Excel spreadsheets. Finally, it was proposed to automate the intellectual property process through three phases: creation of an intellectual property backlog, result indicators and a monitoring panel for these assets.

  • Considering the regional economic structure of the Midwest, its unique characteristics and its challenges for a balanced development, public educational and research institutions such as the Federal Institutes fit into this picture with their innovative technical and scientific production. However, for limited budget reasons, or because they are new institutions that are growing little by little, they still need a greater participation in the local economic fabric. Technology transfer is a process that can help Federal Institutes to seek alternative resources and insert themselves in the active economic fabric of the region according to the Triple Helix theory. This work aims to create a protocol in the form of a process management manual, to orchestrate collaboration between sister institutions in the region and constitute a unique showcase at the regional level and reach, through decentralized governance and network collaboration, distant markets impossible to reach due to lack of resources.

  • The objective of the present study is to propose an organizational innovation in the internationalization process of the University of Brasília (UnB), evaluating its implementation based on the guidelines of the Internationalization Policy for the period 2018-2022 and the current Institutional Development Plan. The context of internationalization in which the Higher Education Institution (HEI) is inserted will be analyzed, as well as the need to promote internationalization as established in the Legal Framework for Science, Technology and Innovation in Brazil, considering the HEI as a Scientific, Technological Institution and Innovation (ICT). Considering UnB's innovation and internationalization panel, an exploratory research will be carried out, which will consist of gathering information on the development of its internationalization process. This collection of information will be analyzed qualitatively, in the description of the results presented so that it is possible to identify the internationalization status of UnB and compare it to an at-home internationalization model, according to the theoretical characterization proposed by Jane Knight (1994, 2003, 2005, 2020). It is expected to identify the advantages and weaknesses of this process to know how internalization is developed in the institutional dimension of UnB.

  • In a national and global context of high business competitiveness, climate change and energy transition, societies demand sustainable solutions and show growing concern with ecological aspects. Energy becomes a topic that triggers debates on economic, social and environmental development. In turn, it is current and correct to consider clean and accessible energy as one of the ways to establish a Sustainable Development. The Energy Program for Brazil – BEP, a result of the Brazil-United Kingdom partnership and supported by the Energy Research Company – EPE, identified barriers and presented recommendations for the development of biogas in the country. The Brazilian Micro and Small Business Support Service – SEBRAE, as an inducing agent for the development of small businesses and the improvement of the Brazilian business environment, can and should be a relevant actor and collaborate in overcoming such barriers. This research aimed to verify whether the innovative organizational practices offered by SEBRAE to small Brazilian companies effectively constituted a contribution to the biogas segment in favor of the competitiveness of these small businesses and the improvement of the Brazilian business environment. By surveying innovative organizational practices implemented by SEBRAE in the biogas segment; the elaboration of SEBRAE's performance identification matrix for the energy theme, biogas segment, in the different organizational units of the institution, with the mapping of their respective objectives and missions, as well as their contributions to the biogas segment; and conducting case studies at SEBRAE to identify organizational practices focused on the biogas theme. It can be said that the study in question allowed us to infer that the biogas segment has a high degree of future perspectives whose stage, if analyzed in a life cycle, is in full growth process. Furthermore, based on the present study, it was found that the biogas segment is at a stage where technological innovation is already a reality, but what is important for its progress is organizational innovation, that is, practices innovative companies that provide, through customized business models, technology transfer and innovation. Hence the need for an organization like SEBRAE, whose portfolio of products and services includes several innovative practices that can contribute to meeting the aforementioned need. Finally, given the research problem that underpinned the study, namely, "What is the impact of SEBRAE's performance, as an Inducing Agent of Development and Improvement of the Business Environment in the Biogas Segment, in the provision of services with organizational practices innovative practices for micro and small companies, on the public policy for the management of the Energy Matrix in Brazil?” Energy Matrix in Brazil. It was found that in fact SEBRAE has played an important role in improving the biogas business environment, contributing to: Overcoming economic, financial or business model barriers (Limited infrastructure of natural gas distribution networks make it difficult to adopt business models ), (Difficulty in establishing contracts that are guarantees to access financing), knowledge and labor barrier (Low availability of qualified labor) and in overcoming the barrier (Low availability of qualified labor). Compliance with the Recommendations to “Promote the creation and sharing of knowledge in the biogas sector”, “Strengthen and align existing policies and programs for the development of biogas”, “Include aspects of biogas in the modernization agenda of the electricity sector”, “Promote the creation and sharing of knowledge in the biogas sector” and “Creation of a national biogas agenda in the country”.

  • This paper analyzes Law No. 13,123 of 2015, the concepts of the forms of protection for traditional knowledge and the conditions for indigenous peoples, traditional communities and traditional farmers to receive benefit sharing for access to their knowledge associated with genetic heritage. Only in cases where this knowledge has an identifiable origin and when it results in the economic exploitation of a finished product, will a given indigenous population or traditional community that created, developed, holds, or conserves the exploited traditional knowledge be entitled to monetary or non-monetary benefit sharing. According to the legal framework, cultural inventories, records in registries or databases, and scientific publications are the main forms of recognition of traditional knowledge associated with genetic heritage. Given the limitations of public policies to identify and generate information systems on the immense body of knowledge, know-how, creations, innovations, and practices of traditional peoples and communities associated with biodiversity, the legal protection against illegal exploitation and the proper sharing of benefits provided for in the legislation do not occur satisfactorily. The objective of this study was to evaluate how the main existing programs and instruments for registering intangible cultural assets in the country can contribute to the inventory and safeguarding of traditional knowledge associated with biodiversity, which, according to Law 13,123, is part of Brazil's cultural heritage. The methodology used to conduct the research was inductive, conducted through bibliographic and documentary research and the qualitative method. The study showed that the lines of action of the National Intangible Heritage Program, managed by the Institute for National Artistic and Historical Heritage (IPHAN), especially the macro-process of Identification of Intangible Cultural Property, is an important instrument for indigenous populations, traditional communities and traditional farmers to strengthen their autonomy in the protection, use and transmission of their traditional knowledge, aiming at the sustainability of their ways of life and their territories, and, effectively, receive the due benefits when third parties appropriate their knowledge.
