SUMMARY:

In this dissertation, two research models were developed to measure the technical efficiency of Brazilian Regional Councils of Nursing throughout 2021, by using the Data Envelopment Analysis, as well as to analyze the Councils’ productivity evolution (or regression) from 2016 to 2021 by means of the Malmquist Index, as an assessment of their capacity to obtain the necessary resources for their main activities. Model 1 aimed to evaluate the efficiency of revenue collected from annuities and services by using the supply intended for the hire of the Councils’ labor, which is composed of internal employees, outsourced workers, third-party services, and other current expenses. Model 2 was the selection of input variables related to external activities that demand per diem payments, transport services, representations and meetings of the collective bodies, all of which also represent significant costs in current expenses. This model was orientated to analyze the necessary efficiency to revenue maximization. In general, a low productivity in the Regional Councils was observed in both models throughout the studied period, and less than half of it was considered efficient in 2021.
