Studies on reverse auctions, energy auctions, and competitive mechanisms for accessing the National Interconnected System

The present work consists of three distinct parts which can be approached independently, but which are connected to each other and justified together through a logical chain. Initially, starting from the traditional Auction Theory, it is presented a Procurement Theory, thus explaining the main results obtained when the auctions are approached from a reverse perspective. Subsequently, based on these results, and considering that Energy Auctions are, in practice, Procurements, an analysis of the formats adopted for such processes in Brazil throughout its history is carried out, as well as an examination of the main justifications that motivated the adoption of certain specific formats. Finally, given the current problem arising from the rapid expansion of generation from renewable sources and the respective need for connection to the transmission system (which, in such a context, is characterized as a scarce good), a problem that was amplified with the sanction of the Law nº 14.120 of 2021, we try to develop, using the results and conclusions obtained in the previous topics, alternatives for creating a competitive mechanism for accessing to the National Interconnected System and to efficiently allocate the flow margin.
