SUMMARY:

The first paper measures the impact of the National Program for Access to Technical Education and Employment (Pronatec), in the modality of Initial and Continuing Training (FIC), on the allocation of graduates to occupations related to their courses, job turnover, and duration of stay in the formal market. It also observes effects on employability and income. The method used is the panel event-study, that allows the application of treatment at time points. The analysis uses the Pronatec-FIC administrative data, from 2012 to 2016, and the Annual Social Information Report (RAIS) database, from 2003 to 2018. The second paper measures the effects of this program on individuals who were previously employed in occupations similar to their chosen course, which represents a reskilling of the worker, on the duration of their current job, and the other mentioned outcomes. The definition of occupations similar to the course is based on the distance, measured by a natural language processing (NLP) model, between the CBO of the occupation and the one related to the course. The method used is the synthetic difference-in-differences, which is a flexible model that allows the construction of a synthetic control group.
