SUMMARY:

Contemporary studies in the field of education economics indicate that learning is determined by multiple dimensions and is a result of individual and family aspects, inherent to the school and the socioeconomic environment in which the individual lives. Furthermore, educational quality has a dynamic impact on individuals and socioeconomic spaces, resulting in learning spillovers and, consequently, in economic growth that is more than proportional to the investments made. This research aims to understand the quality of Brazilian educational institutions and their impact on individual and collective learning, as well as their effects on growth and spillovers among Brazilian municipalities. To this end, it will be divided into three phases. The first phase focuses on the determinants of individual and collective learning at the municipal level. Microdata from INEP on basic education and ENEM will be used, based on which multiple regression will be used to explain individual effects and a panel data model to determine the effects by municipalities, between 2015 and 2021. Secondly, the effects of educational quality on economic growth and regional spillover among Brazilian municipalities will be investigated, through an econometric panel model with spatial effects. Thirdly, microdata on higher education from INEP and microdata from CNPq will be used to map the expansion of research activities among Brazilian municipalities and determine the institutional and municipal factors that favor the advancement and quality of research in the country. To this end, cluster tests will be carried out and econometric panel data models will be used for Brazilian higher education institutions between 2000 and 2023.
