SUMMARY:
This thesis is dedicated to the comparative study of the Community of Portuguese Speaking Countries (CPLP) and the Ibero-American General Secretariat (SEGIB), two organizations that emerged in the 1990s within the framework of new regionalisms, but little studied from this approach, predominating the foreign policy analyses. The general objective is to compare the similarities and differences in the institutional and ideational development of CPLP and SEGIB, in order to characterize their project region and its region-building strategies, taking into account its unique character as a two regional organizations whose selective criterion for the inclusion of Member States is their past history of Iberian colonization, whether as a former metropolis or former colonies. The methodology it is qualitative, and is based on two main axes of analysis, the institutional and the ideational. In first first, the exhaustive and critical review of the current state of knowledge about both organizations, which will include theoretical and historiographic references that allow a periodization of each organization, with the identification of the main political and institutional frameworks of each period. In second place, a content analysis centered on the founding and structuring documents of each organization, limited to those that refer to the organization as a whole - its vision, mission and policy guidelines - and those dealing with cultural and linguistic issues. To support the organization and systematization of information, the identification of patterns and relationships, and the integration and crossing of data from different sources, reinforcing the methodological rigor of the investigation, the software Atlas.ti. However, the analysis of primary sources will not be limited to what the program can provide, maintaining as a priority the generation of interpretive knowledge from a hermeneutics that seeks to elucidate the meanings of the investigated object. Finally, the comparison between the CPLP and SEGIB will be carried out based on the significant elements found in the dimensions institutional and ideational, in order to respond to the general objective of the research.
