SUMMARY:

Throughout history, women have been excluded from spaces related to collective life: culture, politics and paid activity were privileges for men. The last century brought important social transformations, such as the achievement of women's suffrage. Citizenship, however, remained unbalanced and exclusionary, considering the lack of representation of women in public and political spaces, especially in Brazil. The representation of minority groups in parliaments is an essential characteristic of democracy and equal gender participation is important in legitimizing the democratic process. In this sense, affirmative actions were important instruments for democratizing women's access to parliament, which occurred heterogeneously between countries. Argentina, the first country to establish gender quotas in politics, has become a reference for the inclusion of women in parliament. Brazil, on the contrary, still has difficulty increasing the number of women in its legislative houses. The comparative study between the two countries can help to understand the obstacles in the Brazilian reality, in order to contribute to instituting improvements.
