LABOR MIGRATION GOVERNANCE FOR HAITIANS AND VENEZUELANS IN COMPARATIVE PERSPECTIVE: INTEGRATION, CHALLENGES AND POSSIBILITIES

The objective of this thesis project is to propose a model of labor migration governance with a focus on the integration of immigrants and refugees in the Brazilian context. The research will have a comparative approach between the forms of labor migration governance for Haitians and Venezuelans, analyzing norms, measures and decision-making processes of the deliberative councils of the Department of Migration (DEMIG) of the Ministry of Justice and Public Security (MJSP) in relation to labor integration of these populations. The central issue to be addressed is: to what extent does the labor governance model contribute to the integration of immigrants and refugees in Brazil, guaranteeing access to labor rights, fundamental guarantees and decent and safe working conditions? To respond to this problem and achieve the proposed general and specific objectives, the thesis will adopt a mixed methodological approach, combining qualitative and quantitative elements. A bibliographic and documentary review will be held, in addition to semi-structured interviews with key actors for a more in-depth understanding of the topic.
