Top level bureaucracy, deforestation control and decision-making processes: the evolution of territorial planning policies in the Amazon.

Created by Law 11,516, of August 28, 2007, the Chico Mendes Institute for Biodiversity Conservation (ICMBio) had the central objective of increasing the effectiveness in the management and implementation of Federal Conservation Units in the country. In subsequent years, it is correct to say that progress was made in both objectives. However, while the years preceding its creation were marked by the strengthening of Brazilian environmental policies during the Lula 1 Government (2003-2006), this situation did not continue in subsequent years. Thus, the present work seeks to understand the strategies used by the High Environmental Bureaucracy, to guarantee the effectiveness of UCs, throughout two critical periods for the institute: the Lula 2 Government (2007-2010) and the Bolsonaro Government (2019-2022 ). Especially regarding the role of such policies in combating deforestation in the Amazon.
