SUMMARY:

Article 68 of the Brazilian Constitution's Transitional Constitutional Provisions Act recognized the right to definitive land ownership for quilombola peoples occupying their lands.

However, despite legal recognition and specific policies, quilombola peoples face challenges, especially with regard to land regularization of their territories.

Considering the issues surrounding the regulation of territories, this research sets out to examine the rights of traditional communities to land, as well as the effects of delays in implementation, fluctuations in the issuing of titles, scarcity of resources and controversies in public policies for quilombola land regularization in the period between 1988 and 2023. One of the main objectives of this study is to understand how these challenges have affected the Kalunga Engenho II community, located in the municipality of Cavalcante, in the state of Goiás. The choice of this community as the subject of the research is justified by the need to gain a more concrete understanding of the impacts of land policies in the local context. By examining the experience of this community, it will be possible to identify patterns, obstacles and successful strategies that can be useful for improving public policies on quilombola land regularization at a national level.
