Territorial Development and Governance in Eastern Amazonia: A Study on Institutionanl Settings in Canaã dos Carajáas e Parauapebas
Institutions, Governance, territorial development
The neighboring municipalities of Parauapebas and Canaã dos Carajás are located in the southeast of the State of Pará. Together with Marabá, they are the main economic drivers of the region.
Mineral exploration began in the Serra Norte de Carajás, in Parauapebas, in the 1980s, while in Canaã dos Carajás the copper mine operations began in 2004, and the new cycle caused by the installation of the Ferro Carajás S11D Project began in 2010s. These municipalities are rich in mineral reserves and receive significant contributions from Financial Compensation for Mineral Exploration – CFEM.
The analysis carried out based on some indicators of the Sustainable Development Goals (SDGs) reinforces that, although the region presents notable advances in its economic growth indicators, it also records growth in local poverty, inequality and violence in its surroundings. Municipalities have articulated plans to deal with these problems and make better use of mining resources.
In this work I intend to analyze the functioning of governance structures in territories crossed by large mining enterprises, taking the institutional arrangements of the mining municipalities of Canaã dos Carajás and Parauapebas as case studies.
