SUMMARY:

In the last decade, the generation of urban solid waste (MSW) in Brazil registered a considerable increase, going from 67 million to 79 million tons per year. In turn, per capita generation increased from 348 kg/year1 to 379 kg/year. .Municipal governments have a fundamental role in reducing or containing the increase in urban waste, as they can develop local programs in compliance with the specificities of the community. Among these programs, the use of Green IPTU stands out in Brazil, an extra-fiscal environmental policy that allows progressive discounts on Income Tax for individuals or legal entities that adopt protective measures in urban territories. This doctoral thesis project aims to carry out a comparative study of this program between municipalities in the five regions of the country, according to the number of inhabitants, and verify its effectiveness in reducing urban solid waste, through the socio-environmental policies resulting from it (indicators), such as recycling materials, composting, capturing and using water, using solar energy, maintaining native vegetation and using green roofs. The main hypothesis is that the adoption of Green IPTU by municipalities significantly contributes to the reduction of urban solid waste in Brazil and, as a result, Constitutional Amendment Proposal n. 13/2019, must be approved, in line with the Brazilian environmental and climate agenda.
