ENVIRONMENTAL LICENSING AND CLIMATE CHANGE IN THE LEGAL AMAZON:
International and regional comparative assessment for public policy improvement

Given the urgency of incorporating climate change into decision-making processes, this research seeks to investigate the possibility of technically improving federal environmental licensing in Brazil and in the states of the Legal Amazon by analysing the consolidated international experience of using climate variables in the process of assessing environmental impacts. The methodology of this work is based on a literature review and semi-structured interviews with public managers from environmental agencies, researchers, and representatives of institutions relevant to the subject. In the end, it is hoped to formulate recommendations for the federal and state levels (for the Legal Amazon region) aimed at strengthening the integration of climate concerns into decision-making processes related to projects that cause environmental impact.
