SUMMARY:

This dissertation examines the international diffusion of the case law of the Brazilian Federal Supreme Court (STF) from a historical, institutional, and criti-cal perspective. Its central objective is to identify, systematize, and evaluate the initiatives undertaken by the Court between 1988 and 2025 to project its deci-sions internationally, as well as to assess their limits and potential as instru-ments of judicial diplomacy. The study adopts an exploratory approach based on a documentary analysis of institutional reports and strategic plans. The anal-ysis begins by tracing the evolution of the Court’s international engagement, showing that STF’s role on the global stage has evolved from a largely formal and constitutionally driven presence to a more active participation in the broader context of multilateralism and global constitutionalism. It then exam-ines the main initiatives aimed at disseminating the Court’s case law abroad, with particular attention to its participation in international legal databases, the Supremo Internacional project, and the Relevant Cases project. From an empir-ical standpoint, the study evaluates the initial reach of the court-issued Case Law Compilation by identifying foreign academic works that have relied on it as a research source. The findings indicate that, although the STF has developed important and occasionally successful initiatives, the international dissemina-tion of its case law has yet to be consolidated as a stable institutional policy. Instead, it remains characterized by discontinuity, organizational fragmenta-tion, and a strong dependence on the priorities of successive Court administra-tions. This dynamic contributes to a broader paradox in comparative constitu-tional law, revealing an asymmetry between Brazil’s geopolitical relevance and the limited international projection of its highest court. In response, the work proposes a set of guidelines for developing a more structured, coordinated, and sustained strategy for the international diffusion of the Court’s case law, grounded in the frameworks of judicial diplomacy, transjudicial dialogue, and the experiences of other constitutional courts, particularly in the Global South.
