SUMMARY:

The approach to the theme of transparency in public authorities used in this study is outlined from the perspective of open data, with the objective of investigating the transparency of open data from the Superior Court of Justice (STJ) and the Federal District Education Department (SEEDF), examining whether there are clear guidelines, internal standards and organizational structures dedicated to the topic. This includes regulating the application of relevant legal and infra-legal standards, as well as analyzing guidelines and good data practices
on the Web. Furthermore, it seeks to evaluate elements that enable the effective use of open data on institutions' portals. The problem considered is characterized by the possibility that the principles and standards that regulate open data are not being adequately applied by the aforementioned bodies, or, furthermore, by the possibility that improvement actions are still necessary with regard to transparency, to ensure that users of public information have their right to access fully met. The methodology occurred in three stages. In the first stage, a case study of
open data from the STJ and SEEDF was carried out. At this stage, standards, good practices for data on the Web and open data available on the portals of both institutions were surveyed. In the second stage, the analysis included checking the availability of data, evaluating the feasibility of exchanging data between systems, as well as importing and exporting this information, accessibility, frequency of updating open data on the STJ portal (table 1) and the GDF – Theme “Education” (table 2) in accordance with the aspects outlined by Federal Law
no. 12.527/2011 (Access to Information Law). At this stage, evidence was found of the need to develop a strategy to implement the provision of data, following specific standards, in addition to ensuring the continuity of this process. In the third stage, the Adherence Coefficient was calculated for the two institutions regarding compliance with the requirements set out especially in art. 8th, §§ 2nd and 3rd, II and III, of Federal Law no. 12.527, of 2011 (Tables 1 and 2). The project intends, in the end, to propose a preliminary intervention proposal, with recommendations aimed at improving the management of open data on the Web of the two bodies.
