STJ Ombudsman's Office: listening to citizens in the arenas of the judiciary
democratic spaces; participation; collective intelligence;
ombudsman offices; Users Council
The project propose a discussion on digital democratic participation in judicial ombudsman
offices, examining the challenges of socio-state interfaces in the face of the proliferation of
digital participation tools in recent years. The User Defense Laws (Law n. 13.460/2017) and
Digital Government (Law n. 14.129/2021) stand out, promoting innovation and citizen
participation. The establishment of a Users Council in the STJ Ombudsman's Office is
suggested to strengthen the relationship between citizens and the institution, aiming to resolve
demands through collective intelligence. The problems and research questions address citizen
engagement, the acceptance of demands by senior management, the implementation of
improvements and their impacts, taking the transversalities of societal-state interfaces as a
theoretical model. The proposed methodology includes exploratory, quantitative and
qualitative research, using questionnaires and interviews; and application of results with the
creation of intervention instruments.
