The Institucionalization of Compliance Program in a Federal University

The compliance programs have been incorporated into the reality of private organizations and, more recently, into state organizations. Compliance encompasses adherence to laws, risk management, transparency, and the requirement of ethical conduct. Despite the relevance of the topic, it can be asserted that compliance applied to the public sector is still little discussed in academic circles. This study aims to verify the level of institutionalization of the compliance program in a Federal University based on the stages of habitualization, objectification, and sedimentation outlined in neoinstitutionalism theory. To this end, the socalled five pillars of the CGU compliance program will be analyzed. In addition to the literature review, semi-structured interviews with managers and administrative technicians will be conducted to address the research questions.
