Innovative Learning Strategies in Distance Education Training and Development for Public Servants

The training and development of civil servants meets one of the main goals of public administration, which is to promote quality in the services provided to society, recognizing the civil servant as the protagonist and making it necessary for organizations to continuously train and learn. In this context, there are debates, incentives and the search to implement innovation in the area. Training and development actions seek to improve the learning, knowledge, skills and attitudes of an organization's employees. They can take place in different educational formats, such as: courses, training, lectures, workshops, seminars, inservice learning and others, as well as being offered in three teaching modalities: face-to-face, distance or hybrid. The Distance Education (DE) modality is highlighted in the research. However, it is recognized that distance education presents challenges in providing learning and knowledge, as well as ensuring that participants remain in the course, avoiding dropouts. With these difficulties in mind, the aim is to understand what innovative strategies can be implemented in distance learning training and development actions aimed at civil servants to improve participants' learning and knowledge. This research question is aligned with the general objective: to identify and analyze innovative learning strategies related to distance learning training and development actions for civil servants, and also with the specific objectives, which are: To identify training and development activities in distance learning for civil servants at federal universities in the Midwest; To select among the activities identified those with high completion rates, with higher dropout rates and those mentioned in articles and documents; To analyze the selected training and development activities, taking into account the permanence and reduction of dropout of participants and the activities referenced in articles and documents in order to compare the learning strategies used; To produce a technical-technological product (PTT), a Professional Training Course, for the implementation of innovative strategies in training and development actions in the distance learning modality aimed at civil servants, in order to improve the learning and knowledge of participants and increase the public value of such training and development actions. The theoretical framework explores the integration of learning, knowledge and innovation in organizations, highlighting the importance of training and development for federal civil servants. It also highlights innovation in services and distance education (DE), along with other related themes that are relevant to the study. The methodology adopted follows a qualitative approach of an applied nature and is characterized as exploratory and descriptive research. It aims not only to propose innovative interventions, but also to ensure that these proposals are based on a careful and systematic analysis when using the proposed methods and techniques. In this way, ensuring a basis for the preparation of the Technical Product. The Technical-Technological Product (PTT) to be prepared and developed will follow CAPES regulations, seeking to highlight the innovative potential and meet the description of evidence of the potential to generate public value for one or more organizations. The innovation highlighted in this project refers to the creation of a “new or technologically improved product or process”, as defined by PINTEC (2017). In this context, innovation in services refers to the combination of existing elements to create innovative solutions or new ways of providing services.
