Institutional Change in the management of movable assets in research projects at the University of Brasília: a proposal for regulation in light of Institutional Work

This study focuses on the management of movable assets acquired through research projects at the University of Brasília (UnB). Preliminary identification reveals issues such as the lack of formalization and standardization of procedures related to the registration and asset control of these movable goods, the sluggishness in the processing of cases in the Electronic Information System (SEI), and the lack of awareness among individuals about the procedures for asset registration. The general objective of the research is to analyze how the management procedures of movable assets acquired through research projects occur at the University of Brasília, based on this analysis, provide support for regulating the management procedures of such assets. Thus, the aim is to propose an institutional change. The theoretical framework will be based on institutional work theory, emphasizing the role of actors in implementing changes within organizations. Moreover, it is proposed to use the typological model of Cloutier et al. (2016), which identifies "structural," "conceptual," "operational," and "relational" work as essential for institutional change. In this sense, the focus will be on developing "structural institutional work," proposing, as a technical-technological product, the creation of a regulation to standardize the management procedures of movable assets in research projects within UnB. The research will adopt a qualitative approach through document analysis, both internal and external regulations, and SEI processes, as well as conducting interviews with actors responsible for managing movable assets in research projects at the institution.
