Resumo em inglês: This study includes governance practices in public procurement at the University of Brasília (UnB), with the focus on on the preparatory step of bidding processes according to the Law No. 14.133/2021. The purpose of the study is to identify the main challenges and suggest solutions to strengthen procurement planning processes based on qualitative and quantitative analyses. The research involves a special group composed by procurement officers and also the application of questionnaires to procurement agents and planning teams, tracking the main obstacles in the preparation of maps such as the Annual Procurement Plan, Preliminary Technical Study, Risk Map, Terms of Reference, and Price Research. The expected results intend to allow a profound understanding between the challenges faced and opportunities for improvement, contributing this way to the efficiency and compliance of public procurement at UnB.
