SUMMARY:

This research investigated the implications of teleworking for the management of outsourced services within the Administrative Secretariat of the Superior Court of Justice (STJ). The analysis covered the period from 2019 to 2023, focusing on the flow of people in the institution, in court sessions (in person and virtual) and the demand for outsourced services. An exploratory research was carried out by obtaining and evaluating contractual documents, regulations and data from the internal systems of the STJ. In addition, a case study was conducted, the results of which indicated that the COVID-19 pandemic acted as a catalyst for significant changes in the court's operations, notably with the adoption of teleworking and virtualization of court sessions. These transformations resulted in a significant increase in virtual sessions, a decrease in the flow of people in the institution's premises and a consequent reduction in the demand for outsourced services that require physical presence. Although this transition has the potential to improve efficiency and optimize operating costs, concerns have arisen about the possible reduction of jobs for outsourced workers, especially in areas that are not adapted to the remote work model. The study does not intend to establish cause and effect relationships categorically or generalize the results, but seeks to offer an initial view of the impacts of telework on the management of outsourced services. The research also highlights the relevance of future investigations that examine the social impacts on the outsourced labor market and the implications of replacing operating costs with technological investments necessary to support virtual work. Authors such as Leite et al. (2019) and Santos et al. (2023) were fundamental to the theoretical framework, as in systematic literature reviews they highlight that the pandemic brought a new paradigm for telework, revealing structural transformations in the management model and operational processes. Thus, the digitalization of the STJ's activities presents both challenges and opportunities for the management of outsourced services, in a context of increasingly virtual public administration.
