Transparency in Strategic Planning Disclosure at Federal Universities

Public transparency has become an essential requirement in the relationship between the State and society, especially in the context of federal universities, where institutional autonomy must be balanced with effective mechanisms of social control. This research investigates the extent to which Brazilian federal universities disclose, on their institutional websites, complete and accessible information about their main strategic planning tools, particularly the Institutional Development Plan (PDI), its implementation, and monitoring. The study's scientific and social relevance lies in the scarcity of research focused on the transparency of PDIs and the lack of standardization and effective control over their implementation and evaluation. The research adopts a qualitative-quantitative, descriptive-exploratory approach, using content analysis of documents from 69 federal universities, construction of a transparency index, and application of multivariate statistical techniques (regression, PCA, and cluster analysis). The results reveal shortcomings in the disclosure and monitoring of PDIs and indicate that neither institutional size nor budget ensures greater transparency. As a technical-technological product (PTT), an interactive Power BI dashboard was developed based on data from the University of Brasília's PDI, enabling real-time visualization of the fulfillment of institutional goals and initiatives. The study concludes that there is an urgent need for standardization, broader disclosure of planning data, and strengthening of transparency instruments. The adoption of business intelligence technologies is recommended as a tool to support public university management.
