The application of Plain Language in the Resolutions of the University of Brasilia:
innovation in communication and democratization of access

Government actions and initiatives depend on the use of writing in order to happen and, in order for there to be transparency and greater social participation, it is necessary that citizens understand what is being determined in official texts. This work sought to verify whether the University of Brasilia (UnB) has adapted to the need to write texts that are accessible to all, i.e. whether the University's regulations follow the guidelines and the principles of Plain Language. This research analyzed the Normative Resolutions drawn up by the University's higher education councils in the period from 2014 to 2024, identifying whether there is any evidence of non-use of the Plain Language technique. The methodological approach adopted was that of a mixed procedure, comprising a qualitative and quantitative approach to data analysis. In addition, bibliographical research was used, based on the listing of theoretical references published in books, magazines, scientific articles, dissertations and theses, and documentary research, based on primary sources. Based on the finding that all the normative Resolutions analyzed have inadequacies that interfere with the quality of the University's textual production, the research proposes, in the Technical-Technological Product, the adoption of the technique of Simple Language in the writing of the normative documents published by University of Brasilia (UnB). In order to do this, we will draw up a standard that stipulates and regulates the use of Plain Language specifically in normative texts.
