EFFICIENCY IN THE PROCESSING OF DECENTRALIZED EXECUTION TERMS (TED): Case study at the University of Brasília

This research analyzes the efficiency of the processing phase, specifically during the instruction stage, of the Terms of Decentralized Execution (TEDs) at the University of Brasília (UnB). TEDs are instruments that enable budget decentralization between agencies of the federal public administration. Based on a qualitative approach, the study examines the regulatory framework, institutional workflows, and operational challenges that impact TED management, highlighting their strategic role in strengthening governance, innovation, and inter-institutional coordination. The methodology involved document analysis, data collection from the Electronic Information System (SEI), and the application of a SWOT matrix, using a sample of 118 processes processed between 2021 and 2024. The results indicate the existence of obstacles such as lack of standardization, recurring rework, and insufficient technical training, which undermine the agility and efficiency of the processing stage. The study proposes redesigning workflows, adopting digital technologies, and implementing training programs as strategies to improve institutional performance, strengthen accountability, and ensure greater efficiency in the execution of strategic projects. This research contributes to the improvement of public university management and offers methodological and practical tools that can be replicated by other Federal Institutions of Higher Education (IFES), promoting an organizational culture guided by evidence, innovation, and governance.
