Innovative Learning Strategies in Distance Education Training and Development for Public Servants

The training and development of civil servants are strategic areas in the public sector. One of the purposes of public administration is to promote the quality of the services provided to society, especially in a scenario of intense technological transformations. Recognizing the public servant as the protagonist of this process is already a step forward. The continuous process of organizational learning, through training and development actions for civil servants, has become indispensable. In this context, Distance Education (DE) has emerged as a promising, flexible and innovative modality, but it faces the challenge of promoting meaningful and engaging learning. In view of this, the general objective of the study is to analyze the learning strategies used in training and development actions in distance education at federal level. In this way, the aim is to improve the actions, enable the public servants of the University of Brasilia to learn and improve continuously. The research, of an applied nature with a qualitative approach, used a systematic literature review and documentary research as procedures. The university's strategies were mapped and the practices of seven other public organizations of reference in the Executive, Legislative and Judiciary branches were identified. The comparative analysis of the data revealed the predominant use of textual materials and video lessons in Virtual Learning Environments (VLEs) with a modular and sequential structure. The activities revolve around questionnaires, in some cases with automated feedback, while in others there are activities with practical application. Among the innovative practices found through the research, microlearning (microlearning), gamification (educational games) and Open Educational Resources (OER) stand out. However, the challenges identified were maintaining the engagement of participants in self-instructional courses and the need to diversify methodologies. As a result, this research proposed a Technical-Technological Product (TTP): the “Aprendix” VLE, a micro-learning portal for UnB, implementing the good practices and recommendations raised, such as the use of active methodologies, personalization of learning via Artificial Intelligence to provide continuous development of public servants.
