Governance in Procurement: A Study on Operational Risk Management in the Purchasing Process at the University of Brasília

In public administration, risk management has been integrated into the public agenda as a fundamental component of governance aimed at enhancing public service outcomes. The New Public Procurement and Contracts Law, Law 14.133/2021, introduced a series of requirements mandating public sector entities to implement risk management practices in their procurement and contracting processes. This study seeks to address the following question: how are operational risks managed in the procurement processes of the University of Brasília (UnB) and to what extent is this approach aligned with best practices in risk management? The main objective of this research is to analyze the management of operational risks in UnB's procurement process, assessing its compliance with established best practices and guidelines such as COSO and ABNT NBR ISO 31000, and grounded in Agency Theory. The research will employ an applied, exploratory, and descriptive approach, using a case study within UnB's Procurement Directorate and employing both quantitative and qualitative methods. As a result, an e-book on risk management in public procurement processes will be developed, integrating this study as part of the of the Master's thesis.
