SUMMARY:

Based on the Public Value Theory, this master's research sought to understand how technical contract inspectors perceive and interpret their reality. To this end, their experiences, opinions and personal meanings about risk management and the generation of public value in the execution of the contracts under their responsibility were considered. In methodological terms, the research was structured around three data collection and analysis techniques: documentary research, semi-structured interviews and information triangulation. The documentary research stage included institutional documents that established the governance policies, risk management and value chain of a federal public administration organization selected for the study, as well as administrative documents relating to seven contracts defined as the object of study for the purposes of documentary analysis. From these contracts, 22 technical inspectors were selected for interviews. The results revealed that the majority of contract inspectors do not use formal methodologies for risk management and monitoring and that there are various difficulties and needs associated with the role of contract inspector, such as lack of training, the need for better distribution of workload and increased participation in contract planning, among other aspects. As a Technical-Technological Product, it is suggested that a Technical Committee on Governance, Risks and Contract Inspection be created within the scope of the City Hall of the University of Brasilia - PRC/UnB, with the aim of contributing to the implementation of internal risk regulations and procedures in the technical inspection of contracts, as well as to help mitigate the difficulties identified in the interview stage with the technical inspectors. In addition, the product includes a risk matrix customized to the reality of the PRC/UnB and an interactive dashboard for monitoring contracts. The work has the potential to generate practical and theoretical contributions to society, as well as innovative potential by linking the practice of technical contract inspection to the dimensions of governance and risk management. In terms of theoretical contributions, the work stands out for integrating the themes of governance, risk management and the generation of public value, with a focus on the work of technical contract inspectors. Its results contribute in a practical and innovative way to improving the oversight function in the public sector and can be replicated in other public institutions seeking to improve governance and the generation of value in contracting, i.e. with the potential to support public organizations in generating a social impact on society. Given the results identified, it is clear that there are other possibilities for dealing with the issue and creating different technical products, so it is hoped that this work will stimulate future research in the area.
