SUMMARY:

People management in the public sector faces ongoing challenges in ensuring the engagement and retention of civil servants, particularly within federal higher education institutions such as the University of Brasília (UnB). In this context, organizational socialization emerges as an important tool for addressing these demands, as it is the process through which new members learn and internalize the values, norms, behaviors, and knowledge necessary to integrate into the culture and become full members of an organization. This study aimed to identify how civil servants at UnB perceive the organizational socialization process. To achieve this, a mixedmethods approach was adopted: the quantitative component involved administering the Organizational Socialization Inventory (ISO), while the qualitative component included content analysis of open-ended responses to a question within the ISO, as well as a review of documents detailing actions previously undertaken at the institution. Exploratory factor analysis of the questionnaire revealed three factors: Interpersonal Relationships, Organizational Integration, and Experience, Initiative, and Strategic Alignment, all demonstrating satisfactory internal consistency. The findings indicated that participation in welcome events positively influences interpersonal relationships. Statistically significant differences in perception were also observed between technical-administrative staff and academic faculty. The qualitative analysis of the civil servants’ perceptions revealed a mixed picture: predominant criticisms about the lack of preparation of the environment and the superficiality of the actions, but also praise for well-structured formal initiatives and for the importance of relational elements in the reception process. Participant suggestions reinforced the need for continuous and tailored actions to support successful socialization. The study resulted in the proposal of an Administrative Instruction to formalize socialization practices and implement a mentoring program for new employees at UnB, with strong potential for replication across the public sector.
