SUMMARY:

Public governance standards and the role of engineering staff are essential for the management of building maintenance. The proposed project aims to integrate these principles to enhance the quality of facilities, particularly in common engineering services at a Federal Institution of Higher Education in the Central-West region of Brazil. The main objective is to understand and describe how civil engineering professionals can be integrated as governance agents in the oversight of common engineering services at the University of Brasília. The methodology will include an analysis of the influence of integrating existing standards with public governance principles in the management and oversight of engineering services. Applied scientific methods, combining qualitative and quantitative approaches, will be utilized. Data collection will involve bibliographic research, document analysis, and case studies, along with interviews and questionnaires. A SWOT analysis will be conducted to assess the current procedures for overseeing common engineering services at the University of Brasília, involving technical inspectors and maintenance managers. The final product will be the development of a Technical Work Plan (PTT), which will serve as the basis for creating a Best Practices Manual or for formulating a specific restructuring proposal for the sectors responsible for building maintenance services at the University of Brasília. The collected data will be analyzed using content analysis and statistical techniques, with the support of specialized software.
