Digital Democratic Participation and the Establishment of User Councils in the Judiciary

The research proposes a discussion on digital democratic participation in judicial ombudsman offices, analyzing the challenges of the interfaces between society and the State in the context of the proliferation of digital participation tools in recent years. The highlights include the User Defense Law (Law No. 13,460/2017) and the Digital Government Law (Law No. 14,129/2021), which promote innovation and expand citizen participation. The investigation addresses issues such as citizen engagement, the acceptance of their demands by senior management, and the operation of this space for public debates and interests, using the cross-cutting nature of sociostate interfaces and participation democracy as theoretical foundations. The establishment of user councils in judicial ombudsman offices is suggested as a strategy to strengthen the relationship between citizens and institutions through dialogic communication. The research methodology included both quantitative and qualitative approaches, as well as the practical application of results through the development of intervention tools.
