Evaluation of the performance of the Scientific Initiation Program (ProIC) of the University of Brasília

Scientific Initiation (IC) in Brazil was introduced institutionally in the mid-20th century with the creation of state agencies to promote scientific research. The main agencies are the National Council for Scientific and Technological Development – CNPq and the National Coordination for the Improvement of Higher Education Personnel – CAPES, both established in 1951, providing funding for the granting of research scholarships at the undergraduate level. Scientific Initiation, institutionalized through the Institutional Program of Scientific Initiation Scholarships (PIBIC) and continued by the Program for Scientific Initiation in Technological Development and Innovation (PIBITI), serves as the starting point to encourage talent in undergraduate education. In the context of this discussion, this thesis brings forth the concern of how to evaluate the performance of the public policy of Scientific Initiation conducted by the Scientific Initiation Program of the University of Brasília (UnB) through the PIBIC and PIBITI calls, using sample data from 2019 to 2023. The investigation conducted for this purpose aims to propose an indicator to assess the performance of the programs using a non-parametric positivist methodology, based on the concept of the Locational Quotient (LQ), and also to propose a Technical-Scientific Product through a Consultant Manual project for the management of ProIC, to improve the quality of the data that produce information on ProIC. The results obtained through the QL and the estimators of the descriptive statistics indicate that the graduates of PIBITI performed better compared to the performance of the graduates of PIBIC. Finally, although the research results are robust, the sample data horizon is limited to the period from 2019/2020 to 2022/2023, it is suggested that in subsequent research, the sample horizon encompasses a broader period to reflect the efficiency of the Program's management more comprehensively.
