Strengthening University Governance: The Strategic Role of the Governance Officer and Evaluation Tools for the University of Brasília (UnB)

The Governance Officer (Executive Secretariat) is a strategic agent in promoting ethical, transparent, and effective practices within organizations. Universities present asymmetries regarding the functions and responsibilities of this professional, despite the existence of manuals and extensive literature on the topic. Thus, the general objective is to present solutions to improve the understanding and perception of the Governance Officer in the public sector, contributing to the enhancement of university governance. The research adopts a mixed approach (qualitative and quantitative), including action research, literature review, and a questionnaire, with the model validated via PLS-SEM. The results indicated that personal technical competencies, followed by educational background and professional profile, are the most decisive factors for the perceived importance of the role, with an R² of 40.3%. Based on these findings and the application of the importance-performance map, four technical products were developed: the Governance Officer Index (iGov), a KPI that synthesizes the perception of the role; the Governance Officer Analyzer (GOA), an incremental simulator for strategic scenarios and comparison among higher education institutions; the Manual of Functions and Activities of the Chief of Staff, consolidating responsibilities and strategic alignment; and the Action Roadmap for the continuous development of competencies. Theoretically, the study integrates corporate and public governance literature, proposing a model adaptable to other institutions. In practice, it offers tools to strengthen an ethical culture, support data-driven decision-making, and promote greater alignment with society, consolidating UnB as a reference in higher education governance.
