RESUMO:

This research addresses the persistent problem of low public trust in Brazilian government institutions, a problem evidenced by low scores on international indices of corruption perception and government effectiveness. Within this context, this project explores the potential of blockchain technology as a strategic tool to enhance transparency, accountability, and efficiency within Brazil's Federal Prosecution Service (Ministério Público Federal - MPF). The study aims to assess the technical and organizational feasibility of implementing blockchain to improve the integrity of socially significant data, administrative procedures, and interorganizational data sharing with other state institutions. Adopting a qualitative case study methodology, the research will triangulate data from semi-structured interviews with key stakeholders, including MPF institutional leaders, IT professionals, auditors from oversight bodies (TCU/CGU), and representatives from civil society transparency organizations (NGOs), with in-depth documentary analysis. The primary expected outcome is a "Capstone Project" in the form of a practical guide to support the MPF's decision-making and digital transformation efforts, offering a replicable model for other public sector entities in Brazil.
