Brazil has economic potential, and there have been advancements in the legal system and in the organic structures to promote ecosystems for technological innovation. It is common knowledge among researchers in the field that our National Innovation System (SNI), despite being robust and well-structured, operates at an intermediate level. It is incumbent on the public sector the capacity and role to facilitate this entire process, as well as planning and designing the development of this System. Therefore, it is through public policies that the government must act to achieve this goal. This work aims to assess whether there has been efficient and effective management by the public sector in implementing the mechanisms that constitute the Brazilian SNI. It is noted that, in addition to fostering a culture deeply rooted in the actors involved in the process and within our society, there is a need to formulate a more systemic public policy. This policy should not only address market failures in the economic field but also seek a more efficient and intelligent allocation of public resources for innovation, going beyond market expectations, with a view to providing more capacity and innovation for the private sector. This state initiative should also reach various sectors of the economy and increase companies' knowledge base. As a result of this research, it is suggested to conduct a focused study to identify future discussions that can advance into more concrete causes and consequences that go beyond the range of normative and political-institutional subtopics.This research should also consider the intricate relationship between politics, economics, and institutions regarding the slowing of our innovation ecosystems and our SNI.
