SUMMARY:

The role individuals play in the organizational environment has been gaining increasing relevance in organizational studies. There is consensus that workers play a central role and contribute directly to institutional performance and the achievement of organizational goals. Thus, the adoption of management practices by leaders, which position individuals as strategic elements, is revealed as a necessary decision to promote a healthier and more humanized organizational environment, resulting in greater worker well-being. In this context, the role played by leadership is important as a factor capable of influencing the construction of harmonious relationships so that efforts are combined towards the achievement of desired results. However, despite advances in organizational studies in analyzing various aspects, there are gaps in the literature regarding research that more closely investigates the role of the quality of the relationship between leaders and members and human resource management practices in seeking worker well-being, through the testing of more complex structural models, such as mediation, especially in the context of the public service. Therefore, the general objective of this quantitative study is to describe the influence of the quality of the leader-member relationship on workplace well-being, mediated by human resource management practices, in the Brazilian public service, a model still unexplored in the scientific literature, translating the relevance, opportunity, and originality of this proposal. Furthermore, tests of the measurement models of the variables "human resource management practices" and "well-being at work," Brazilian measures, will be conducted in the Spanish context to obtain evidence of internal validity, construct validity, reliability, and especially external validity. Therefore, to achieve this research proposal, this thesis project consists of the Introduction (Chapter 1), the Theoretical Framework (Chapter 2), the Method (Chapter 3), and the Schedule (Chapter 4). The Theoretical Framework will contain three systematic literature reviews, reflecting the three variables of this research, structured in the form of scientific articles. Regarding the locus, the Ministry of Management and Innovation in Public Services (MGI) was chosen for the Brazil stage, and the University of Zaragoza for the Spain stage. Data will be collected through the application of questionnaires (survey), and the analyses conducted through multivariate analyses and structural equation modeling (SEM). For the testing of the proposed mediation model, path analysis will be used, also via SEM. Regarding the testing of measurement models in the Spanish context, the decentralization procedure will also be adopted beforehand for the translation and adaptation of cross-cultural scales, which helps to reduce cultural biases and the limitations of translation and back translation. Thus, in addition to the theoretical advancement of testing an unprecedented relationship between variables, as practical implications, the results of this research will provide public managers with a diagnosis based on scientific evidence,

which can be used as a reference in the adoption of more effective human resource management strategies. Furthermore, social implications are identified, considering that, in the public sphere, a more humanized human resource management contributes to the improvement of transparency, the efficient use of public resources, and the well-being of employees, with a direct impact on the quality of services offered to citizens and society in general.
