This thesis proposes the development of a theoretical-methodological model of governance in intersectoral environments, focusing on innovation in public sector services, aiming to promote institutional changes. The research identifies a gap in the literature regarding the lack of theoretical constructs and typological structures for transformative management in complex and multi-level environments. Drawing upon the institutional approach from a sociological perspective, governance, intersectorality, and innovation in public sector services, the thesis aims to test this model in a descriptive and explanatory case study in the Brazilian socio-educational system. A qualitative approach will be employed, along with data collection techniques such as participant observation, interviews, and documentary research. Thus, the research seeks to provide new elements to enhance analytical structures and methodological procedures for analyzing institutional change in intersectoral environments of public sector. It is expected that the results will contribute to reflections on the governance of systemic environments, particularly in the socio-educational context, promoting improvements in existing practices.
