SUMMARY:

The current system is a take-make-dispose linear economy: extract, consume, and dispose. The population is consuming more resources than the Earth's ecosystems can sustainably provide. Thus, another model emerges in opposition to the linear economy, the Circular Economy (take-make-return), which is recognized as a means of balancing the supply and demand for natural resources. A systematic literature review was conducted using the InOrdinatio protocol by Pagani, Kovaleski and Resende (2015, 2017) in four databases. Therefore, it is noted that the studies are more focused on the analysis of the transition at the micro level, being more identified the mechanisms of mimetic and coercive isomorphism. This project aims to analyze, at the macro level, the transition from the Linear Economy to the Circular Economy of the Federative Units (FU) of Brazil from the point of view of the isomorphic mechanisms of the Institutional Theory. To achieve the proposed objective, the scale elaborated and validated by Guarnieri et al. (2023) will be applied to all the FUs of Brazil aiming to evaluate the transition strategies to the CE. Additionally, interviews will be carried out focusing on participants from the FUs with more and less transition strategies in order to identify the difference in the quantity of strategies carried out by each FU. As a method of analysis of the review and the interviews content the analysis according to Bardin will be used. A multicriteria decision support method will be applied to analyze the results of the scale. As a partial result, this project can contribute to demonstrate the diversity of approaches available to investigate the CE, the importance of the stakeholders in the process of transition from linear economy to CE and the means of transition to CE, as well as the need to carry out new studies for the detailed analysis of the transition process and for the comparison of the evolution of the states of the same country in this process.
