FORMULATION OF COMPLEX PROBLEMS IN PUBLIC INNOVATION PROCUREMENTS: (DES) PROBLEMATIZING THE OBJECTS OF ACQUISITION BY THE STATE

One of the biggest challenges related to innovation in the public sector is having more time and attention to the problem faced before starting the hiring process (Fassio et al., 2022). This research has the general objective of proposing a support artifact in structuring problems as a result, according to the approach proposed by Weiss (1989). To this end, a theoretical-empirical study of an exploratory and descriptive nature was carried out, using Design Science Research (DSR). Furthermore, it is a mixed approach, whose collection method was through the triangulation of different sources: Bibliographic and documentary research. For data analysis, literature analysis, document analysis, content analysis and descriptive statistics were adopted. As a result, 80 documents (notices and Terms of Reference) were found using public innovation procurement instruments and the Expression of Interest Procedure (PMI). In total, 18 objects, with the development or improvement of information and communication technologies, the automation of organizational processes and the expansion/modernization of public lighting being the most recurrent in the documents analyzed, and those involving the greatest number of challenges. Furthermore, the way problems or challenges are presented in documents does not indicate evidence of consistency. In this way, a problem description artifact was developed as a result.
