SUMMARY:

In order to understand in depth how public policies operate, many themes are used in this approach. With a prominent importance within studies in Public Administration, networks of public policies and state capacities configure the two central themes of this work. The combination of its main concepts intends to point out, together with the analysis of how the main actors of the network organize themselves and contribute to their objectives, how a certain program of the National Policy of Family Agriculture network develops in the best way, with efficiency and effectiveness in its results for society. The program chosen to compose this case study is PRONAF (National Program for Strengthening Family Agriculture) due to its importance within the aforementioned public policy and dialogue with other programs and actors. Thus, the defined objectives focus on describing and analyzing how the relationship between important actors linked to the PRONAF program within the National Family Agriculture Policy can lead to the development of state capacities for the network. In its method, it was decided to choose the case study along with the qualitative approach, the choice is justified around the characteristics of observation, interpretation and role of the researcher within the research and analysis of its data, allied to the nature of descriptive study and exploratory with the use of interview techniques with the main mapped actors. The expected results should confirm the objectives initially outlined, showing how the dynamics of the actors activates state capacities and directly contributes to a better development of the network.
