Data Quality at the National Telecommunications Agency - Analysis of the Broadband in Schools Program (PBLE)

Data has become one of the most important assets of any company and ensuring quality has become one of the great challenges of organizations, since this theme significantly affects organizational knowledge and IT solutions use in companies. With the technolog- ical improvements that have occurred in recent decades and with the rapid expansion of internet use, the digital inclusion of all layers of the population become of great relevance. Allied to this, the universal access to broadband in public schools is a theme that has been much discussed in recent years, especially after the Covid-19 pandemic, given the impor- tance of connectivity in schools to enable the creation of new pedagogical teaching and learning opportunities. In this scenario, the Programa Banda Larga nas Escolas (PBLE) – Broadband in Schools Program, which was created in 2008 with the objective of providing, free of charge, the access of broadband technology to all Brazilian urban public schools is an important instrument of digital inclusion public policies implementation. Researches about PBLE data quality can directly impact the decision-making and increase efficiency in monitoring and controlling of the program by Anatel. The present study aims to use technics and methodologies to measure the PBLE data quality and therefore enhance the activity of monitoring and controlling of the installation obligations of connections in public schools, in addition to enabling Anatel to make more assertive decisions, aiming to guarantee compliance with the universalization of broadband access at schools.
