SUMMARY:

The present work proposes a Privacy and Information Security Program (PPSI) aimed at the 251 agencies that are part of the Integrated System of Administration of Information Technology Resources (SISP) of the federal government of Brazil. To this end, a trajectory was followed to contextualize the Brazilian government’s digital transformation process, emphasizing the importance of transversal aspects of privacy and information security as enablers of this process. The preliminary discussion culminated in defining the research problem, followed by the design of the methodological procedure based on the Consolidated Meta-Analytic Approach Theory (TEMAC) and identifying the research methodology centered on a confirmatory case study. Next, we set out to determine the
works related to the themes of privacy and information security, which contributed to defining the theoretical focus of the research. Phase that sought to explore the concepts of privacy, data protection, information security, and cyber security, as well as the main privacy and information security frameworks. Preliminary phases of the research that contributed to the design of the construction methodology of the PPSI stages. Proposal for a program that will be validated through the modeling, application, and evaluation of the results of a confirmatory case study carried out with 58 member bodies of the SISP.
