Analysis of benefits of adopting the Gov.br account for the Congress

In 2016, the Federal Government of Brazil initiated the development of a Single Sign-On solution, thegov.br Account, aiming to streamline the registration process for individuals needing access to digital public services and to enhance user experience. Within this context, this work evaluates the potential benefits of integrating the e-Citizenship platform —a system of the Legislative Branch—with this innovation created by the Executive
Branch. The focus is particularly on usability, a crucial factor influencing user acceptance and the adoption of new features. To understand the theoretical foundations surrounding Single Sign-On solutions, along with the techniques and metrics for usability testing, a comprehensive survey was conducted.A Systematic Literature Review identified studies on usability testing in Single Sign-On systems from the last decade.It highlighted that such research should adhere to stringent ethical guidelines, set up structured activities for participants, offer compensation where necessary, and employ Likert Scale questionnaires for assessment. Key metrics identified in the review included Perceived Ease of Use, Completion Time, and System Usability Scale scores. These insights guided the development
of a usability testing protocol, laying the groundwork for a pilot study with defined questionnaires, messages, and testing scripts. Although the tests are pending, their results will serve as a foundation to create a practical guide for integrating with thegov.br Account.
