SUMMARY:

Digital Health has increasingly proven to be a significant opportunity to promote equity in public health. Achieving this is intrinsically linked to social participation and the democratization of decision-making spaces in public policy formulation. In this context, decolonial design emerges as an approach to confronting hegemonic narratives that perpetuate the colonial legacy and maintain unequal power relations. Participatory design also presents itself as an approach that encompasses collaborative, inclusive practices that promote research. Consequently, two experiments were conducted. The first, titled "Equity for SUS Workers," applied the Double Diamond method. The second experiment, focusing on ethnic-racial equity in digital health, utilized the safe space approach from decolonial design practices. Considering Brazil's history of equity and participation in public health, especially in matters related to innovation and technology, this research aimed to experiment with the implementation of the decolonial design tool for public policies as a means of promoting equity and participation for the SUS Digital Program. Commitment to democracy, locally produced situated knowledge, the protagonism of peripheral voices, the confrontation of social inequalities, and methodological flexibility and consistency were established as guiding principles. For validation, the tool was implemented in a workshop aimed at digital health transformation for the Maré favela, in a collaborative space involving the community in its territory. After developments, the tool evolved into five stages: preparation, immersion and discovery, creation, prototyping, testing, and scaling. Thus, it offers alternatives to increase the effectiveness of public policies, based on the active participation of end-users and stakeholders through democratic design processes.
