Introduction: The use of drugs outside the rational and safe context is a global problem, even in the hospital environment. To face this scenario, the development of clinical services provided by pharmacists, whose patient-centered care practices promote the safe and rational use of medicines, is recommended. Despite its expansion, there is still no validated instrument with standardized indicators and reference values capable of evaluating and qualifying the clinical services provided by pharmacists in Brazil. Objective: To elaborate and validate a tool for evaluating and qualifying clinical services provided by pharmacists developed in the hospital environment. Methodology: Multi-method study will use the “waterfall diagram” proposed by Fowler and Campbell to develop an instrument for evaluating and qualifying clinical services provided by pharmacists. The diagram adopted will consist of two phases and six stages, for which systematic review techniques will be adopted, consultation with class bodies and scientific societies, nominal group, Delphi investigation, and case study taking the Clinical Pharmacy Service (CPS) developed in the public hospital network of the State Department of Health of the Federal District. Expected results: Develop a tool for monitoring clinical services provided by pharmacists in the hospital environment, consisting of indicators and reference values that allow for assessing the level of proficiency of the service.
