SUMMARY:

This is doctoral research under the Postgraduate Program in
Health Sciences and Technologies. The Housing First strategy began in the 1990s 

in the United States as a response to the complex phenomenon of the people
experiencing homelessness, crossed by numerous variables and, therefore,
requiring a variety of actions. In Brazil, from 2014 onwards, projects for the insertion
and guarantee of rights for the people experiencing homelessness and users of
alcohol and other drugs have emerged, based on the Housing First model. By
offering the package of rights (food, housing, work and income, culture, art and
leisure) to those people who have had their rights violated, the construction of
integrated and intersectoral actions becomes more effective, reducing the risks and
damages resulting from the vulnerabilities and reducing inequities. It is intended to
evaluate the construction of the clinic from the projects of insertion and guarantee of
rights based on the Housing First model in progress in Brazil, from the perspective
of managers, workers and users. To achieve this objective, we intend to discuss the
possibilities of care and changes in the users' living conditions. This is applied
research, of a descriptive-exploratory nature and of a qualitative nature. So far, three
interviews have been carried out through digital means with the interlocutors who
are or were part of the projects of insertion and guarantee of rights in progress in
Brazil, within the scope of management. The construction and analysis of data has
taken place through the cartographic method, seeking to build the variables of
analysis during the research process. For this, field diaries are used to follow the
research processes, the deviations in the walk and the possible becomings. This
project was submitted to the Research Ethics Committee, and approved under
opinion n° 4.696.383.
