SUMMARY:

The research proposes, as a theme, to analyze the process of change at public policies, more particularly the changes of institutional configuration at the Brazilian budgetary policy after the re-democratization, taking the new historical institutionalism as theorical and methodological guide. In this way, the object of the research is the institutional change in the Brazilian budgetary policy focusing on the post 1988 period and the self-reinforcement and counter-reaction movements of the political stage in its rules and behaviors. It aims to answer the following questions: How are the sources of power perpetuated in the institutionalization of budgetary policy? Regarding the process of change, what are the causal mechanisms that act at compliance or not-compliance at budgetary policy design?The dynamics of power in the institutional structure of the post- democratization budgetary policy coexists with which political players? Do the political players at the budgetary policy articulate themselves to mutual interests? The proposed study has as objective to identify the causal mechanisms that act at process of change at the Brazilian budgetary policy after 1988 Constitution and the understanding of the relation between institution and politic agency in the self-reinforcement and counter-reaction processes of the public budgeting. Starting from the theorical framework of gradual changing with the concepts of critical conjuncture, historical background, legacies, self-reinforcement and counter-reaction, allied to conceptions of collective memories and discursive coalitions of discursive institutionalism debate, the intensive Process Tracing has been assumed as methodological path, with the variation of theory-guided process tracing, which enable temporal and causal analysis of the sequences of events that constitute the process.
