SUMMARY:

The Brazilian political reality is marked by the coexistence of presidentialism with highly fragmented multipartyism (Lamounier, 1996; Lima Jr., 1993; Mainwaring, 1991, 1993; 1997), which is reflected in the construction of coalitions with the aim of forming a majority that supports the President of the Republic in the National Congress.

In this case, the purpose of this research is to analyze how the ministries that make up the Presidency of the Republic act as a Government Nucleus in the management of coalitions, mediating the interaction between executive governance and the implementation of the Executive's legislative agenda.

The research will use a quantitative research approach through the technique of univariate analysis of variance (ANOVA), also including descriptive statistics, frequencies and cross-reference tables in order to better understand the theme.

Through a model built in this study, the work will address the performance of the Secretariat of Institutional Relations / Secretary of Government, General Secretariat and Civil House of the Presidency of the Republic in the period from the governments of Fernando Henrique Cardoso to the mandate of Jair Bolsonaro (1995 to 2022).

In the end, the thesis will seek to elucidate the limits and possibilities that emanate from the interaction between the ministries inserted within the scope of the Presidency of the Republic and the Brazilian Legislative Branch.
