SUMMARY:

The current public debate has highlighted a sharp decline in public resources to stimulate national science, technology and innovation (ST&I) policy activities. Some authors argue, however, that the problems go beyond the lack of resources and include the disorganization of decision-making structures (governance) and management of this public policy. To contribute in this line, a research is proposed focusing on the interests of governmental and non-governmental actors involved in the Brazilian political process related to changes in the Brazilian Science and Technology Policy, considering three long historical cycles of this political process: the first, between 1971 and 1984, marked by the creation of large national programs and the expansion of research and technological development institutions in various industrial sectors and areas of knowledge; the second cycle, from the creation of the MCT in 1985 until 1998; and, the third cycle from the reforms of the national ST&I policy between 1999-2002 until 2022. The justification for choosing this focus stems from the premise in Political Science that the political process underlying any public policy changes over time with changes in beliefs about the role of public policy and the conflicts of interest inherent in its governance and management structure. A review of the Brazilian literature finds that there is no emphasis on the political nature of problems of an organizational nature present in the 3rd cycle of this policy in the light of political learning in relation to previous cycles, involving conflicts of positioning of the actors in the definition of agenda of themes and implementation of ST&I policies. In view of this, the following research question arises: What are the causal factors of problems of an organizational nature in the national ST&I policy in the last two decades? In order to help answer this question, the general objective is to investigate the causal factors of organizational problems, associated with the relationships between the following political phenomena: i) historical changes in the political and institutional subsystem of the national ST&I policy; ii) changes in the positions of the main actors on the role of the national ST&I policy; iii) the repercussions of these alterations for learning directed towards ST&I public policy to develop the national ST&I system; and, iv) problems of an organizational nature in policy cycles for the development of the National System of Science, Technology and Innovation (SNCTI) and its ST&I activities. This analysis intends to focus on the causal factors of problems of an organizational nature present in the 3rd cycle of the national ST&I policy, between 2003 and 2022. It uses the assumptions and methodologies of the Advocacy Coalition Framework (ACF). As a premise about learning in the political processes underlying the national ST&I policy, this research considers the international experiences based on the revisions of beliefs about the definition, role and interests in favor of the State's actions to develop the "national system of innovation" in terms of the literature of the economy of Innovation, as a way of deepening the interactions and transfer of knowledge between scientific and technological institutions and society.
