SUMMARY:

“_Introduction: The official health expertise of federal public servants is the technical assessment carried out by a doctor or dental surgeon designated to support the federal public administration, in making decisions related to concessions of rights provided for in the single legal regime for federal public servants, whenever dealing with issues related to health and safety at work. In the field of dentistry, it is equivalent to the expertise in administrative headquarters provided for in the roll of dentistry exercises regulated in Brazil, since 1966. This assessment is guided by assumptions of Public Health, notably in the field of Occupational Dentistry, given its concern with systemic phenomena/ stomatognathic disorders that arise from work situations, in any and all professions. However, its recognition as a private activity of the dental surgeon, involving the field of dentistry, as well as its regulation, within the scope of the federal public administration, only became effective in 2009. Four decades of absence of dentistry in this activity, added to the global phenomenon approached by the field of psychodynamics of work, which postulates that there are always gaps between guidelines prescribed in the central scope of work organizations and the actual activity carried out, here represented by the performance of the dental surgeon, appointed official health expert, in the field of dentistry will be the background to the discussion. From this perspective, the topic of accidents at work or on duty, as it is called within the scope of the federal public administration, with direct impacts on the oral and maxillofacial complex, is certainly a significant gap faced in official health expertise, both from an epidemiological aspect and with regard to the expert management by designated dental surgeons. Objective: To gather elements that guide and standardize the management of official health expertise, in the field of dentistry, in cases of accidents on duty/work involving the oral and maxillofacial complex of federal public servants. Method: It will be a qualitative, observational and propositional study, composed of two phases: the first, guided by the extension of PRISMA (PRISMA-ScR), supporting Scoping Review about typical work accidents and commuting with impacts on the oral and maxillofacial complex, whose emphasis will be in the identification of guidelines aimed at dental surgeons that can contribute as scientific evidence for the second stage of the study. The second phase, of a propositional and dialogued nature, intends to develop a Deliberative Dialogue to discuss critical points and feasible alternatives on the topic with actors directly involved in the federal public administration. After all, the topic, in addition to being unprecedented, proved to be relevant to the health and safety policy at work, which must always advance based on evidence. Result: It is expected that the qualitative analysis of global scientific evidence on the topic will point out consensual guidelines that help in responding to the current gap, which is the absence of guidance, in the field of dentistry, when the issue is the management of work accidents/ service that results in trauma to the oral and maxillofacial complex, within the scope of the federal public administration. It is believed that the efforts to be spent on this research, to a large extent, will be exercises in what Psychodynamics of Work recognizes as the development of astute intelligence. The great distances that separate the contexts prescribed by central work organizations and the real one, carried out by technical teams, inexorably lead these professionals to develop strategies that mitigate their daily challenges of complying with institutional determinations, represented here by the Civil Personnel System of the Federal Administration when establishing the Official Health Expertise, in the field of Dentistry. Conclusion: the results will certainly point to the need for reflection on current dental practices, not only within the scope of expert activities in administrative offices, but also regarding the regulatory role of dental councils. However, the moment is opportune, today's forms of work relations have left important consequences for the physical and mental health of people in work situations and work/service accidents in Brazil are increasingly becoming a major issue of public health and, in this scenario of few friends, public work organizations and the stomatognathic system or oral and maxillofacial complex, certainly do not go unharmed _”
